Bob Bul lock did not apologize for his re mark about Sen. Judith Zaffirini, but said Monday he wouldn't say anything like that again. Bullock at a meeting last week of the Texas Chamber of Com merce said Ms. Zaffirini could pass any legislation she wanted if she would "cut her skirt off about six inches and put on some high heels." The remark prompted an up roar from a women's group and the state Republican Party. Bul lock responded by blaming the GOP and media for trying to make a big deal out of nothing. Both Bullock and Ms. Zaffirini are Democrats. Ms. Zaffirini, who was present when Bullock made the remark, said she thought it was a joke and that she wasn't of fended. On Monday, Bullock said, "I can assure you that I'm going to be leaving dress fashions up to Vogue magazine and the gover nor of Texas." Ms. Zaffirini, of Laredo, said, "I'm glad he didn't apologize to me because there was certainly no reason for it." She praised Bullock's record on women's issues, and noted that he appointed her head of the Senate Health and Human Services Com mittee. Bullock also defended himself, saying he helped open the door of state government to women, and was the first statewide officehold er in the 1970s to endorse abortion rights. He also noted that he was go ing to be honored Tuesday by the Texas Family Planning Associa tion. Peggy Romberg, the associa tion's executive director, was quoted in a news release distrib uted by Bullock's staff as saying, "Not only is he dedicated to pro tecting choice, he understands the need for providing family plan ning services to protect the lives of women and children and pre vent potential greater costs to the state." The news release said that Bul lock "will add the award to one from the Texas Women's Political Caucus for his support of women's rights and another from the Texas Abortion Rights Action League." Bullock said his remark about Zaffirini "was nothing more than just a tease," and that he respect ed her and did not mean to em barrass her. He commented on the "beauti ful coat" Ms. Zaffirini was wear ing Monday, adding, "I was even afraid to tell her how pretty it was." Karen Hughes, executive direc tor of the state Republican Party, said Bullock should apologize to the people of Texas because "it sends the wrong signal to say that skirt length has anything to do with being able to pass legisla tion." But, she added, "Archie Bunker would never admit he was wrong either." They said the two-year spending proposal by the Legislature's bud get staff would slash state spending on AIDS by 94 percent, or $32 mil lion, and cut or eliminate services for AIDS medicine, counseling, edu cation and prevention. "I am shocked and appalled by these cuts," said Laurie Eiserloh, ex ecutive director of the Lesbian-Gay Rights Lobby of Texas. "They will decimate AIDS programs." The Texas Rehabilitation Commission, meanwhile, said proposed spending cuts for that agency would eliminate services to thousands of disabled Texans. "It is a tragic irony of our times that the Americans with Disabilities Act opens up such significant opportunities for people with disabilities and the economic crunch in our state takes those opportunities away," said Max Arrell, TRC commissioner. The Legislature is seeking to cope with a projected budget deficit of more than $3 billion and a pledge by leaders against raising taxes. Lt. Gov. Bob Bullock, who heads the state Senate, said Monday that he was determined to avoid slashing human services programs. "We are at the first stage of this budget process. Those type of pro grams are going to be at the highest levels with us. I think we're going to be able to restore a lot of this," Bullock said. As for the AIDS money, Bullock said the final state budget probably would continue that funding. "That's exactly what we're trying to, and I believe that we will," he said. Paul Clover of Austin, an AIDS patient, joined a news conference to urge continued AIDS funding. Clover said his illness would get worse without some $1,000 worth of medicines the state helps him obtain each month. He said he and oth er AIDS patients are "unwilling to sit back and die" because the Legis lature is trying to trim the budget. Dr. David Smith, director of the Texas Department of Health, said the proposed spending cuts would reduce prevention programs, mean ing that more people like would become infected with the AIDS virus and need medical care. Hailey dies in California of Parkinson's disease THE ASSOCIATED PRESS LOS ANGELES - Oliver Hai ley, one of the most successful playwrights on the West Coast and writer of television series and films, has died. He was 60. Hailey, who suffered from Parkinson's disease for 10 years, died Saturday of liver cancer at his home in suburban Studio City, his wife, novelist Elizabeth Forsythe Hailey, said Sunday. Among his television credits were episodes of "McMillan and Wife," "Mary Hartman, Mary Hartman," "Family" and "The Cosby Show." His 1981 made-for-TV movie "Sidney Shorr," on which the se ries "Love Sydney" was based, brought Hailey an Emmy nomina tion and a Writer's Guild award. Born in Texas and a graduate of the Yale School of Drama, Hai ley was among a handful of re gional playwrights who achieved acclaim in Los Angeles and other major U.S. cities while finding doom on Broadway: Three of his plays closed in New York after a single night. He was best known for his plays "Who's Happy Now," "Fa ther's Day," "For the Use of the Hall," "The Father" and "Where She Goes Nobody Knows." His works often focused on the dark and humorous sides of fami lies and personal relationships. "My plays are primarily the at tempt to take a serious theme and deal with it comedically," he told the Contemporary Dramatists. "I try not to start writing until I have found a comic point of view for the material."
