Loyd Bentsen's seat in the senate, but ultimately, he was the best choice because of his eco nomic experience. Economic issues will drive the race for senator. Barton said, and his record was the best of all the candidates on economic issues. Barton said for there to be American prosperity, there has to be a balanced budget in Washing ton D.C., and his balanced budget amendment was the best answer. "The state of Texas has to do it, Brazos county has to do it, and you have to do it in your daily lives," Barton said. The Barton balanced budget amendment, among other things, requires the president to submit a balanced budget, Congress to vote on a balanced budget and a 60 percent majority in Congress to spend more than the govern ment receives. Making a jab at ex-Rail Road Commissioner Lena Guerrero, Barton said there were many rea sons for Brazos Valley to support him, but first and foremost was the fact that he was an Aggie, "and I can remember when I graduated." Barton invited everyone to call the Texas A&M registrar's office and check to see that he had all his hours. Emphasizing his own policy of requiring periodic drug testing for he and his staff. Barton criti cized President Clinton for his 30 day delay on drug testing for White House staff. Barton implied that it was more than a coincidence that Clinton made the delay 30 days because it takes that same amount of time for many drugs to leave the body.
