"The organization is permeated with discrimina tion," said El Paso attorney Antonio Silva. "I've spo- Patrol discriminator) ken with about 50 minority INS people over the pi four years, everyone from motor pool mechanics senior agents. That critical mass of cases is there up now. "They're just missing a charismatic leader." Silva said discrimination permeates the agencyc tionwide, but any class action suit would probat stem from the border. Muffin Continued from Page 1 basically decided that we had overstepped our bounds," he said. "We don't really have that author ity. He (Carabetta) had turned into a vendor that wasn't paying for space, utilities or clean-up. "Although student groups were profiting, so was an individ ual." Even if he tried to abide by the rules, it would not be worthwhile for him to continue operations. Carabetta said. "I could see what they (Univer sity officials) were doing," he said. "Even if I could get through the regulations, they would continue to monitor me under a micro scope." Carabetta compiled a petition that was signed by over 1000 of his patrons. He sent the petition, along with a letter to Dr. William Mobley, president of Texas A&M University. Carabetta said he has not re ceived a response to that letter. Oran Jones, proctor for the Blocker Building, said he thinks Carabetta's services are beneficial. "Apparently, there's someone who doesn't want him inti building," he said. "Asfarasi ception in the building, his sera: is being utilized." John Small, a senior Engli: major and one of Carabetta'sf trons, said he is disappointedt concession stand is closing. "I understand business, but also think there is a placeint: world for personable service,": said. "I find it hard to believetl a little coffee shop with donii! that everyone uses, is going tos ally detract from a Universit, wide food service." Local Coca-Cola company oli cials were unavailable for cm ment. Cinema Continued from Page 1 ations, said Alvaradi-Dykstra. In addition to several speakers, he said several faculty members will moderate panel discussions with some filmmakers to encour age interaction on many issues. "I think the part of the whole educational experience . . . broad ening your horizons and having some kind of cross-cultural com munication is very important," Al varadi-Dykstra said. "That is one of the main reasons we want to fo cus on minority filmmakers in stead of just independent film makers. This is the reason why it's occurring on the last week Black History month." Organizers chose the Febrai date because the Academy An nominations will be announcei week before, said Alvaradi-Dtl stra. "That will be a definite tof that Lee will talk about," Alvj di-Dykstra said.
