THE ASSOCIATED PRESS LITTLE ROCK, Ark. — President-elect Clinton hosted his first sit-down with Democratic congres sional leaders Sunday, hoping to forge agreement on how to break Washington gridlock and push through a quick-action agenda. "We've got a big job to do and we've got to do it together," Clin ton said as Senate Majority Leader George Mitchell, House Speaker Tom Foley and House Majority Leader Richard Gephardt headed to Little Rock for a dinner with Clinton. It was their first meeting since Clinton's victory; the opportuni ties were big, since this marks the first time Democrats will have control over both the White House and Congress in 12 years. Clinton, out for his morning jog, ned t Clinton declined to out line specific priorities he plannecT to map out with Democratic congressional leaders, instead promising a full report at a Monday news conference with them. Clinton and his aides have talked of a 100-day agenda for economic and social matters they felt went neglected over the past decade, but even before Sunday night's dinner, Mitchell downplayed expec tations for how quickly Congress might move. "I am not one to subscribe to this 100-day dead line business," Mitchell said on NBC-TV's "Meet the Press." "I think it's an artificial deadline established for no purpose other than giving definition ... to a sense of urgency about action," Mitchell said. "And so 1 don't use any particular time frame for when we should or should not act." Still, Mitchell said he would tell Clinton he's "right on track" by making economic revival his top priority. Clinton plans to make a short-term economic stimulus package his No. 1 objective, including ex panded investment tax credits hoped to spark job creation. Other parts of it Clinton can do alone by ex ecutive order, such as speeding up federal dollars for highway projects that would create jobs. Clinton met at the governor's mansion Sunday with economic adviser Robert Reich. Clinton also met with longtime friend and journalist Bill Moyers — who served as press secretary for President John son. The bulk of Clinton's long-term economic plan - a $20 billion annual investment in infrastructure, technology and communications — relies on defense cuts and tax hikes on the wealthy that would require congressional action. During his campaign, Clinton also pledged to seek quick action on family leave legislation that President Bush twice vetoed. Some legislation - such as complicated and controversial health care re form — Clinton has merely talked of getting to Con gress within 100 days. Clinton also is expected to hurry legislation on lobbyist disclosure and campaign finance reform; ed ucation bills to finance Head Start and create a col lege aid program so anyone could go; and job train ing plans that include a national apprenticeship pro gram. Senate Minority Leader Bob Dole, who also ap peared on "Meet the Press," cautioned the next presi dent "not to try to overload the circuit" with too much legislation in the first few months in office. Dole said Republicans would try to cooperate on an economic stimulus package but also would keep a watchful eye to make sure Clinton's plan dealt with deficit reduction. Clinton heads to Washington later this week for a meeting with bipartisan leaders of Congress. WASHINGTON - Voters approved term limits for members of Congress from California to Florida, but they also re<-elected a batch of lawmakers who already have exceeded those same limits. In the 14 states that approved ceilings on the terms of members of Congress Nov. 3, citizens in the same stroke sent back to Washington 71 members of the House and three senators whose time already would be up under each state's limits. "What it says is we may dislike the institution as a whole, but we love our individual member of Congress," said Vic generally frustrated with this institution," said Kamber. "Somebody gave them the ability to whip Congress, aird it was called term limits." But Shari Williams, director of the term-limits group Americans Back in Charge, said that characterization misses the movement's point. It is designed not to "kick the rascals out" but to make government more responsive, she said. The seemingly inconsistent results, Kamber says, reflect public unhappiness with Washington and are a function of the millions of dollars spent on media advertising that focuses on Congress' foibles. But legal experts say that whether states can constitutionally impose limits on federal officeholders will ultimately have to be decided by the Supreme Court. Armadillo fascination unites group THE ASSOCIATED PRESS JACKSONVILLE, Fla. — If you've ever felt sorrow — or revulsion — at the sight of all those squashed armadillos alongside Southern roads. Bob Graessle may have just the organization for you. Graessle, known around here as "Dillo Man," is head of the International Order of the Armadillo. He founded it about a decade ago, he says, because of his love of the primitive mammal and his belief that others felt the same way. He claims that about 1,200 have signed up. "I discovered what I called the armadillo underground. There are a lot of people out there fascinated with armadillos, from Supreme Court justices to rock 'n' roll stars to everyday people," Graessle said. "I realized they needed an organization to belong to." The young entrepreneur won't tell you who those armadillo-loving justices are, though. He says that even though the IOA is a very "loose-knit organization," he doesn't have members' permission to reveal their names. The only one requirement for membership: a fee. Members get a decal, a membership card and a sheet containing myths, legends and facts on the armadillo. "I always get calls from conference planners wanting to plan our convention for us," says Graessle. "I always say we are afraid to cross the road." Graessle seems obsessed with the ever-humble armadillo. "It draws on our compassion," he says. "It is such a maligned creature. It is not a thing of obvious beauty to some people."
