ATLANTA - The South is home to 5.1 million children who have no private or public health coverage, meaning they can't af ford even basic care, according to a study released Wednesday. The Southern Institute on Chil dren and Families reported that 46 percent of the nation's 11.2 million uninsured children live in the South, even though the region has only 37 percent of all U.S. chil dren. Thousands of these children could get federal health care dol lars if it weren't for red tape, the institute said. "It is a failure of society when any child is denied health care be cause of an inability to pay," said former South Carolina Gov. Richard W. Riley, chairman of the public policy organization. "It has become really commonplace for families with children to seek pri mary health care at the door of a hospital emergency room. "Even more disturbing are chil dren who do without, allowing minor health problems to turn into major ones." States should immediately as sess how many of these children are eligible for Medicaid and "es tablish aggressive outreach pro grams to enroll them," said Sarah Shuptrine, president of the Co lumbia, S.C.-based institute. Also, President-elect Clinton and Congress must make good on campaign promises to find a way to deliver quality health care to all Americans, said Russ Toal, com missioner of Georgia's Depart ment of Medical Assistance. The non-profit institute, formed last year to study problems facing children, released the report dur ing a meeting in Atlanta. It sur veyed 17 Southern states and the District of Columbia to come up with the region's first look at uninsured children.
