In an internal study done last year by Bennett Neiman with the Texas Department of Human Ser vices, officials said the temporary stay is about four times longer than it should be, the Houston Chronicle reported. "The children are in limbo, natu rally wanting to return to their own homes, or at least to a permanent place to live. Everyone seems to agree that this is psychologically devastating to them," the study concluded. The Texas study had not been re leased to the public but was ob tained by the Chronicle after Fri day's ruling in Florida that allowed a 12-year-old boy to "divorce" his parents, allowing him to be adopted by his foster family. Gregory Kingsley had filed a law suit seeking to have the rights of his parents, Rachel and Ralph Kingsley, terminated. Florida Judge Thomas Kirk agreed to end the parents' rights and approved the adoption by his foster parents.
