Page 4 The Battalion Campaign brain trust falters WASHINGTON (AP) - George Bush's campaign brain trust is having a hard time living up to the reputation of the high flying trio that put him in the White House. It has almost become routine: Bush's campaign is criticized as inept and rudderless, lacking leadership and a message. Even within. White House and cam paign officials complain about each other's performance, and both worry that the whole opera tion appears to be drifting. In 1988, Bush's campaign was propelled by Lee Atwater, a street-smart strategist with a flair for sizing up the voters and find ing a message that moved them. Media maestro Roger Ailes sup plied the snappy sound bites and tough negative advertising. James A. Baker III managed the cam paign, with the extra clout of be ing Bush's best friend. Fast forward to 1992. Atwater is dead. Ailes is finished with presidential politics. And Baker is racing around the world as secre tary of state. To run his campaign, the presi dent turned to Robert Teeter, a professional pollster who's been involved in five presidential cam paigns and served as a senior ad viser to Bush in 1988. It's the first time he's run a presidential race. The campaign troika also in cludes business executive Fred Malek, onetime president of both Northwest Airlines and Marriott Hotels, and former Commerce Secretary Robert Mosbacher, a longtime Bush pal and national fi nance chairman of the 1988 Bush campaign. Long on credentials, they are criticized as short on political smarts. "They miss Atwater much more than I ever thought they would," said Lyn Nofziger, direc tor of the White House political office in the early Reagan adminis tration. "The campaign, unfortunately, is not organized yet," he grum bled. "You don't see any real lead ership there. ... Teeter is a very bright guy. The problem is, no body over there has ever run a (presidential) campaign."
