UNITED NATIONS (AP) -
Arab League envoys flew to Libya
on Tuesday to meet Col. Moam-
mar Gadhafi and try to work out
the surrender of the two Libyan
suspects in the Pan Am Flight 103
bombing.
The Security Council's presi
dent said he expected swift deliv
ery of the two Libyans for trial in
the United States or Britain. The
United States contended Libya
was only stalling.
The Arab League group that
went to Libya consisted of league
secretary-general Esmat Abdel-
Maguid of Egypt and envoys from
Syria, Libya, Egypt, Tunisia, Alge
ria, Morocco and Mauritania.
Libya offered on Monda'y to
turn the suspects over to the Arab
League. Its plan was an attempt to
avoid a new Security Council res
olution imposing an arms embar-

At the White House, press sec
retary Marlin Fitzwater said Tues
day that "We still think the case
should be prosecuted under the
judicial procedures we set up in
our original indictment."
Asked whether there are any
positive benefits to Libya's offer,
Fitzwater said "At the moment it's
questionable."
Diplomats stressed Tuesday
they had no news of the surrender
of the two suspects, Abdel Basset
Ali Megrahi, 39 and Lamen Khali
fa Fhimah, 35. They also said there
had been no written confirmation
from Libya that it would turn the
men over, as Libya's U.N. ambas
sador pledged Monday.

Teen finds baby, slain woman
HOUSTON (AP) — A baby was found Tuesday
crying and clutching the nude body of a woman
whose throat had been slashed and index finger
chopped off, police said.
Police spokeswoman Sharon Thornton said the
body of the unidentified Hispanic woman was found
lying on the porch of an abandoned building about 7
a.m. Investigators had not yet determined if she was
the baby's mother.
A teen-ager on her way to school told police she
heard the baby crying and checked the area, which is
across the street from an elementary school in north
east Houston.
The baby, clad only in a diaper, was believed to
be about a year old. She had some scratches on her
face, but was listed in fair condition Tuesday at Texas
Children's Hospital.
"It does not appear she was injured," Thornton
said. "She did have blood on her, but we heard she
was fine. She apparently had just been playing."
Police were questioning a white man who fled the
area in a car, but Thornton said there have been no
charges filed in the case.
"He did have some blood on him, but no one has
been charged," she said.
Rachel Navarro, who lives in the area, said the in
cident did not surprise her because of a growing
crime problem in the area.
"Everyday there's something like this happening
in this area," she said.
Police believe the woman's body was dumped in
the area since she was not known to residents in the
neighborhood. A bloodstained car also was found in
the area.
The woman's throat apparently was slashed from
ear to ear and she suffered multiple stab wounds.

70.8 percent of the 29 million eligi

turnout for a general election in

NEW YORK (AP) — The de-icing fluid where the snow was falling at about 1.5 inches ing Bay.

NEW YORK (AP) - The de-icing fluid
used on a USAir jet half an hour before it
crashed in a snowstorm normally protects
against ice for just five minutes, experts said
Tuesday.
The pilot, who was among the 27 people
killed in Sunday night's crash, had the plane
de-iced with a fluid known as Type 1 about 35
minutes before takeoff.
"The fluids that would be used at La
Guardia or by USAir just won't last that long,"
said Richard Adams, a retired Federal Avia
tion Administration official whose expertise is
aircraft icing.
"In a snowstorm similar to La Guardia,
where the snow was falling at about 1.5 inches
an hour, probably the fluid would not have
lasted and it would have had to be rede-iced,"
agreed Gary Bradley, who chairs a profession
al engineering committee on aircraft icing.
Another cold-weather protectant for air
planes, known as Type 2, prevents the forma
tion of ice for at least 30 minutes.
National Transportation Safety Board in
vestigators said de-icing was one of many fac
tors they were looking at as a cause of the
crash.

Flight 405. The plane crashed at the end of the
runway during takeoff and skidded into Flush
