Moam- mar Gadhafi and try to work out the surrender of the two Libyan suspects in the Pan Am Flight 103 bombing. The Security Council's presi dent said he expected swift deliv ery of the two Libyans for trial in the United States or Britain. The United States contended Libya was only stalling. The Arab League group that went to Libya consisted of league secretary-general Esmat Abdel- Maguid of Egypt and envoys from Syria, Libya, Egypt, Tunisia, Alge ria, Morocco and Mauritania. Libya offered on Monda'y to turn the suspects over to the Arab League. Its plan was an attempt to avoid a new Security Council res olution imposing an arms embar- Arab League expects release of Pan Am bombing suspects go, cutting off its air routes and urging other countries to eject most Libyan diplomats. The offer won Libya a brief respite from council action, diplo mats said. U.S. Ambassador Thomas R. A total of441j[ pie died in the attacks. »r Teen finds baby, slain woman HOUSTON (AP) — A baby was found Tuesday crying and clutching the nude body of a woman whose throat had been slashed and index finger chopped off, police said. Police spokeswoman Sharon Thornton said the body of the unidentified Hispanic woman was found lying on the porch of an abandoned building about 7 a.m. Investigators had not yet determined if she was the baby's mother. A teen-ager on her way to school told police she heard the baby crying and checked the area, which is across the street from an elementary school in north east Houston. The baby, clad only in a diaper, was believed to be about a year old. She had some scratches on her face, but was listed in fair condition Tuesday at Texas Children's Hospital. "It does not appear she was injured," Thornton said. "She did have blood on her, but we heard she was fine. She apparently had just been playing." Police were questioning a white man who fled the area in a car, but Thornton said there have been no charges filed in the case. "He did have some blood on him, but no one has been charged," she said. Rachel Navarro, who lives in the area, said the in cident did not surprise her because of a growing crime problem in the area. "Everyday there's something like this happening in this area," she said. Police believe the woman's body was dumped in the area since she was not known to residents in the neighborhood. A bloodstained car also was found in the area.
