The Houston Post said in a Monday story that reports filed in Austin by ex-lawmakers show they have funneled leftover cam paign donations to legislators they now lobby in addition to us ing the funds to pay for trips, gifts, entertainment and contri butions to private universities. Among former legislators named in the story are former Sens. Grant Jones of Temple, Ray Farabee of Wichita Falls and Ed Howard of Texarkana and former Reps. Charles Evans of Hurst, Cliff Johnson of Palestine, Mike Toomey of Houston and Gary Thompson of Abilene. Trie practice, though legal, has been branded "inappropriate" by Secretary of State John Han nah and has raised the ire of gov ernment watchdog groups like Common Cause. "It subverts the system," said Mary Nell Mathis, issues chair for Common Cause. "It's almost a laundering operation." Tom Smith of Public Citizen, another watchdog group, said ex-legislators who become lob byists expect something in re turn when they take money that had been contributed to them and pass it on to other poli ticians. "They can use this money to enhance their position as a lob byist by making contributionst; members who are in trouble'li an election, Smith said. "It'safi vor that has to be returned, ani often is in votes" in the Housed Senate, he said. Hannah, Gov.
