tures are not uncommon but the
University has taken steps to
eliminate them from campus.
These steps include banning

Adair said the Concessions
Committee was alerted to the
problem by building proctors
and chemistry professors who
noticed that class attendance
was slipping.

"What goes on between her
and the students is between
them," Naugle said. "Dr. Duller
made it quite clear to the stu
dents that he was not endorsing
any reviews. He does not en
courage students to go to these

Naugle said many students
may not have realized that Jus-
titz was a student worker, not a
teaching assistant. It was part of
the confusion, he said.

However, the group's leader

"This will be the first major in
frastructure project in the United
States fully funded by privatein-
dustry," said William J. Agee,
chairman of the Morrison-Knud
sen Corp. and a managing direc
tor for French-backed Texas
TGV.
Texas TGV and Texas FasTrac
Inc., a German-backed group,
are competing for the state's
high-speed rail franchise, which
is estimated to cost up to $7 bil
lion.

In January of 1989 the U.S.-
Canada agreement went into ef
fect, removing trade barriers be
tween the two countries over the
next several years.
In June of 1990, the presidents
of Mexico and the United States
entered into an "agreement of
principle" on removing trade
barriers.
Hammill said the Canadian
government looked into joining
the agreement with the United
States and Mexico in September
and formally announced its in
tent to join in February.
William Cavitt, director of the
Office of Canada in the U.S. De
partment of Commerce, said the
Canadian trade agreement
serves as a precedent and may
even be a model for the trilateral
agreement.
He said if the agreement be
comes a reality, it will have a di
rect economic impact on Texas
because of the already existing
close trading relationship wS
