Hammill said the Canadian government looked into joining the agreement with the United States and Mexico in September and formally announced its in tent to join in February. William Cavitt, director of the Office of Canada in the U.S. De partment of Commerce, said the Canadian trade agreement serves as a precedent and may even be a model for the trilateral agreement.
