Page 6 The Battalion Friday, October 12,1|| Senators threaten Mosbacher election AUSTIN (AP) — Three Demo cratic state senators blasted GOP lieutenant governor candidate Rob Mosbacher and hinted Thursday that the Senate might strip the lieu tenant governor of power if Mos- bacher’s elected. “Who knows, but you know that we can take the gavel away,” Sen. Gonzalo Barrientos of Austin, said referring to the lieutenant gover nor’s position as Senate presiding of ficer. Barrientos appeared at a news conference with Sens. Eddie Bernice Johnson of Dallas and John Mont- ford of Lubbock, all Senate Finance Committee members. They complained that Mosbacher, Texas welfare board chairman, has suggested no way to pay for the $2.5 billion budget increase that the De partment of Human Services has re quested from the Legislature. “If you’re going to request that kind of new money, we want to know how to pay for it, because we’re not going to shoulder all the blame,” Montford, Finance Committee chairman, said. Lawmakers face a $3.7 billion budget deficit for the next two years “if we freeze everything in place,” he said. Mark Sanders, spokesman for Mosbacher, called the criticism “pure politics” from supporters of Democratic lieutenant governor can didate Bob Bullock. “These people seem to be more interested in playing political games than taking care of the needy and the poor in this state,” Sanders said. The budget request was approved by the DHS board, not just Mos bacher, Sanders said. He said it’s the Legislature’s job to either pare down state agency budget requests or come up with needed revenue. Sanders also said he hoped the Senate wouldn’t “reject the voters’ will” by taking away the lieutenant governor’s power if Mosbacher is elected. The lieutenant governor, with powers primarily conferred by Sen ate rules, is the Senate’s presiding of ficer. The lieutenant governor has authority to appoint Senate commit tees and control the Senate agenda. It was a regularly scheduled inspection. David Jefferson, a registered sanitarian at the de partment, said restaurants with scores of 95 or above generally have excellent operations and facilities. He said restaurants with scores in the 70s or low 80s usually have serious violations in the health report. Scores can be misleading, Jefferson said, because restaurants can get the same score by having several minor violations or a few major violations. He said the minor violations can be corrected during the inspec tion. Point deductions or violations in the report range from one point (minor violations) to live points (major violations). Jefferson said the department might close a restau rant if the score is below 60, the personnel have infec tious diseases, the restaurant lacks adequate refrigera tion, there is a sewage backup in the building or the restaurant has a complete lack of sanitation for the food equipment. The department inspects each restaurant every six months. Jefferson said a follow-up inspection is some times required if a restaurant has a four- or five-point violation that cannot be corrected during the inspec tion, or if there are numerous small violations.
