The Texas Department of Crimi nal Justice has started sending pris oners to Cogdell Memorial in Snyder for treatment instead of us ing the prison system’s own hospital in Galveston. The change is due in part to the long distance between newly constructed West Texas pris ons and the Galveston facility. It also allows the state to save money. Cogdell Memorial Administrator Tom Hochwalt said the hospital has offered the prison system a 10 per cent savings over the state’s standard costs of treating inmates. The hospi tal also is attracting specialists who otherwise wouldn’t come to this city west of Abilene, Hochwalt said. The state contract has enabled the hospital to hire 23 additional people tp staff a wing for inmates at the hos pital and to staff a medical and den tal clinic at the Price-Daniel 1,000- bed unit near Snyder. The hospital is projecting an 18 to 20 percent increase in net revenue, about $1.2 million, in 1990 from the Texas Department of Criminal Jus tice contract, Hochwalt said. The hospital is projecting a total net reve nue of $6.6 million for this year, of ficials said. “It is our goal to reduce the hospi tal’s dependence on taxes in the fu ture,” Hochwalt said. “We feel through the TDC contract, we will be able to realize that goal.” Hospital Chairman G.A. Parks said the state contract will help the hospital buy the latest in medical equipment and attract additional doctors to Snyder. Cogdell is at tempting to recruit three physicians to supplement its staff of 10 doctors. “More physicians equal more busi ness for the hospital and all this to gether adds up to survival,” Parks told the Abilene Reporter-News. The state pays Texas Tech Medi cal School a fixed fee of $1,517 per inmate each year for the care of pris oners in Snyder. Of that, Cogdell Memorial receives $1,224 per in mate each year. Cogdell Memorial spent about $43,000 renovating a wing to make it secure for treating prison inmates, including placing grills over room windows and replacing sectioned ceiling tiles with a solid ceiling, offi cials said. The wing also has five private rooms and two exam rooms. Residents fear possible waste dump FORT HANCOCK (AP) - Residents of this relatively un known Hudspeth County town in West Texas say they’d rather not gain notoriety if being on the map means being the site of the state’s low-level radioactive waste dump. Officials here and in nearby El Paso see the proposed site near Fort Hancock as an example of their political isolation from the state Capitol in Austin. “I think they said, ‘Let’s find a place where the senators and the judges can’t run us off,’ ” said Mark Turnbough, a consultant hired by El Paso County to coor dinate myriad studies intended to counter the state Low-Level Ra dioactive Waste Disposal Authori ty’s findings. El Paso County, which neigh bors Hudspeth County on the northwest and would be just a fev^ miles from the proposed site, has paid $1.5 million to fight the state over the plans. The dump would hold low- level radioactive wastes mostly from nuclear plants, hospitals and research institutions throughout Texas.
