An equal opportunity employer. : EL D.m. 6681 SUG first i ALC form AUSTIN (AP) — The Texas Racing Commis sion voted unanimously Sunday to deny licenses for Class 1 horse race tracks sought by two Hous ton groups, leaving big-time pari-mutuel wa gering stuck in the starting gate for at least three months. After three days of hearings, the five commis sioners rejected licenses for Houston Downs and the Houston Turf Club, citing problems with both applicants’ Financial proposals and design ideas. “I don’t feel that Class 1 racing in Texas should come without the utmost in security,” Commissioner Glenn Blodgett said. The commission could reopen the application process for a Class 1 license in the Houston area. Assistant Attorney General Bill Conover, who participated in the hearings on behalf of the commission, said the earliest that could be done would bejanuary 1990. The Houston groups can appeal the denial within 20 days. Houston T urf Club Pxesident Kirwin Drouet said he did not immediately know whether his group would appeal. Houston Downs represen tatives left immediately after the announcement. “We’re disappointed,” Larry Stephenson, a principal investor in the Houston Turf Club, said. “We wish we would have had a little more insight as to what their expectations were.” Susan Baittie, chief veterinarian for the racing commission, questioned the design of the Hous ton Turf Club’s barn facilities.
