Thursday tackled two of the most important el ements of President Bush’s pro posed savings and loan bailout: How to pay for it and how to make sure there isn’t another crisis. First on the agenda as lawmakers try to meld House and Senate ver sions of the S&L bill is a proposed tougher capital standard requiring that S&L owners risk more of their own money as a buffer between losses and the government deposit insurance fund. Bush has identified raising capital levels as the key change needed to discourage S&Ls from making the kinds of risky investments that led to the current crisis, which is requiring a taxpayer rescue of at least $157 bil lion. The House bill generally has tougher standards and would force S&L owners to come up with $3 in “real money” capital for every $100 in lending. The Senate standard is $ 1.50 per $ 100 in lending. Conferees must decide how to phase out a special accounting break known as regulatory goodwill, which has allowed some healthy institu tions that took over ailing S&Ls in the early 1980s to operate without real capital. The House would largely do away with regulatory goodwill in five years, while the Senate allows 25 years. Aides say the compromise likely will be closer to the House ver sion. ■cut nerei Dealer offers to sell guns used in UT killing spree GARLAND (AP) — A gun dealer is offering to sell the seven guns that Charles Whitman carried to the top of the University of Texas Tower for a bloody rampage that left 16 dead, according to news reports Thursday. The three rifles, one shotgun and three pistols are said to be the ones used in the 1966 attack in which 31 people were wounded. calls Thursday from the Associated Press. The gun dealer told the newspa- /ns The Austin American-Statesman and the Houston Chronicle reported that Wayne Buxton of Richardson has advertised the guns for sale in the past three issues of a gun collec tors’ publication. The American-Statesman said Buxton instructed editors of “Shot gun News” not to divulge his name or phone number to callers. But, the newspaper said, it linked the post of fice box number given in the classi fied ad to Buxton, who owns a gun and pawn shop in suburban Gar land. Buxton did not return telephone pers he doesn’t want to discuss what the ads call The Whitman Collection because “there’s too much pain in the state of Texas” associated with the slayings. “I have no interest whatsoever in resurrecting pain or any sad feel ings,” he said. “It’s a source of pain to certain people, and I don’t want to get into that.” Buxton, describing the pain as “a function of time,” said the pistol used to kill President Lincoln is now a tourist attraction in a museum in Washington, D.C. The Chronicle said Buxton, who is seeking $7,500 for the collection, would not say how he obtained the weapons, but claims they are authen tic.
