State hears charges against appointee to insurance board AUSTIN (AP) — A former em ployee of State Board of Insurance appointee Richard F. Reynolds said he was Fired because he tested posi tive for the AIDS virus, but Rey nolds denied the charge as confir mation hearings began before a Senate panel. Reynolds, 61, told reporters his dismissal of Leonard Ingram as vice president of his Dallas tractor deal ership was part of an overall staff re duction. “The facts are he was employed about nine months after I found out he had AIDS,” Reynolds said. “If I wanted to terminate an individual because he had the AIDS virus, I would’ve done it at the time I found With 35 years financial experi ence, Reynolds said he could bring his talent to ensure there is a balance between insurers and consumers. “To provide risk coverage at the most reasonable cost to consum ers . . . you’ve got to have a fi nancially sound, viable industry,”he said. After reading investigators’ re ports, Reynolds said, “I would agree we have been lax” in pursuing alle gations of insurance fraud. out.” Ingram, 36, said he worked for Ben Griffin Tractor Co. for seven years. In gram has filed a lawsuit against Rey nolds that is pending in a Dallas district court. Sen. Ken Armbrister, D-Victorva, told Ingram that because of allega tions of severe mismanagement at the Insurance Board, “I’m more in terested in your testimony concern ing his (Reynolds’) management.” The three-member Insurance Board has been the target of legis lative investigations in the wake of a record number of insurance com pany failures and allegations of in surance fraud. Two board members and a number of high-ranking in surance agency employees have re signed under fire. Reynolds, a former.state legislator from Flower Mound, was appointed by Gov. Bill Clements to the three- member board. “We’ve got to, at this point in time, restore a level of confidence,” Rey nolds told committee members. HOUSTON (AP) — Offers are mounting for portions of the former MBank system, but federal regula tors say they still are hoping to sell the Deposit Insurance Bridge Bank in one piece. “We have gotten a number of ex pressions in Bridge Bank on a whole-bank basis and a spin-off ba sis,” Ken Walker, Southwest region director of the FDIC’s Dallas office, said Monday. “We are maintaininga file on those.” Walker declined to name inter ested parties; however, a number of banks and investor groups inside and outside Texas and the United States have publicly expressed inter est in at least part of Bridge Bank, the institution formed in March from 20 insolvent banks. The Federal Deposit Insurance Corp. assumed MBank’s $15 billion in assets on March 28. Bank holding company Sterling Bancshares has notified the FDICof its interest in acquiring two Bridge Bank branches near Sterling’s three Houston banks, said Chairman George Martinez. Bay Area Bank & Trust in Webster also has told the FDIC of its desire to buy the two Clear Lake branches of the agency’s bridge bank, if they are available.
