Otwell, picketed the Ca- E itol Tuesday, urging state :gislators to change laws they say thwart churches and other groups trying to help the needy. Otwell and another preacher, Au brey Vaughan of' Houston, also said lawmakers have ignored the needs of the homeless during this legis lative session. “We came down to let the state of Texas know that we’re standing for the homeless,” Otwell, who has been at odds with the state over licensing of a home for children, said. It would in clude programs for interim housing, health services, literacy training, job- A bill by Sen. John Whitmire, D- Houston, and Rep. Harold Dutton, D-Houston, would allow county commissioners courts to set up com missions cm the homeless. Rep. Lena Guerrero, D-Austin, and Sen. Chet Edwards, D-Duncan- ville, co-sponsored legislation that would provide a property tax exemption for public housing used as temporary shelters for the needy.
