Hispanics deserve no extra pay, FBI contends MIDLAND (AP) — Hispanic FBI agents who speak Spanish don’t de serve extra pay for their language ability, the FBI argued Thursday in a class-action discrimination suit against the bureau. Attorneys for the FBI argued that Hispanics who speak Spanish have an ability comparable to being a pilot or a laboratory technician. Those specialists aren’t paid extra for their expertise. Attorneys for the 311 Hispanic agents suing the FBI argued the bu reau was comparing apples to oranges and pointed out that U.S. District Judge Lucius Bunton al ready has found that the FBI dis criminates against Hispanics in pro motions, assignments And working cohditiojis. ^ Bunton made: that ruling after a two-week non-jury trial last summer in El Paso. He is now presiding over the damages phase of the trial, in which he will decide how the FBI should change its procedures and whether Hispanic agents should be compensated for suffering discrimi nation. A&M professor heads program researching control of mosquitos By Sharon Maberry STAFF WRITER The class-action lawsuit was Filed in January 1987 by Bernardo “Mat” Perez, then the No. 2 man in El Paso and the FBI’s highest-ranking His panic agent. Eventually, 310 of the FBI’s approximately 400 Hispanic agents joined Perez in the suit. The FBI has about 9,0 0.0 agents. The plaintiffs contend Hispanic agents are given an unequal number of dangerous undercover assign ments and are more likely to be sent out of town, away from their fami lies, for months at a time on boring wiretap-listening duties. Mosquitos simply may be pesky in sects to most people, but they rep resent more than 20 years of re search to a Texas A&M entomology professor. Dr. Jim Olson heads a mosquito research program emphasizing mos quito control in rice-producing areas. “The focus of our research has been on mosquitos associated with wetland agriculture such as occurs along the upper coastal zone in rice- producing areas, which are the ma jor man-made, man-supporting mosquito habitats in the world,” Ol son said. “Some of the biggest cen ters for malaria are in rice-produ< ing areas of Asia and Africa.” Olson and his colleagues study the biology and behavior of wetland mosquitos to develop better strate gies for controlling them. “Our research has an emphasis on decreasing the indiscriminate use of pesticides,” he said. The 83 mosquito species in I exas alone make Olson’s job difficult. However, his efforts have met with considerable success. Olson helped define the swarm ing and mating behavior of one spe cies of mosquitos, which aided in dis covering when this species is most concentrated, he said. Knowing when these mosquitos are likel) to be in the same place, they can more ef fectively be controlled with less pesti cide and less environmental harm. Olson also assisted in making an effective and safe pesticide economi cally feasible. BTI, a toxin produced hn bacteria, is safe for the environ ment, but was too expensive to ust he said. Olson’s efforts helped rt duce BTI’s cost from $5 peracren 27 cents to 47 cents per acre. A third project on which Ota worked was a method to better it fine likely mosquito breeding sfe using aerial infrared photograpt he said. “Using this method, we can cove large areas of land otherwise in* cessible by ground,” Olson said “Then we can more effectively coi trol mosquitos with less pesticide Olson is the director of the \ tional Riceland Mosquito Manas mem I’rogj'awi, created in 19"!) the Environmental Protect Agency anci now overseen bv I United States Department of Ajjij culture, he said. Louisiana and Califort participate because they are maj rice-producing states. “This national program involn cooperative research of our unit Texas A&M) and the land grants stitutions of Arkansas, Mississipp Louisiana and the UniversityofL fornia,” Olson said. 'It's augmenii by grants from the LSD A for allot $450,000 each year.
