Bernardo “Mat” Perez said in federal court he believes he should be an executive assistant direc tor of the FBI instead of the assistant agent in charge — the No. 2 man — in the El Paso office. The FBI’s three executive assistant directors work directly below Director William Sessions. Perez told U.S. District Judge Lucius Bunton he believes he is more qualified than the current three executive assistant directors. He said he has a broader spectrum of FBI experience and a bet ter education. The Georgetown graduate and seven-year seminary student speaks English, Spanish, Portuguese, Latin and ancient Greek. When Perez filed the suit in January 1987, he was the FBI’s highest-ranking Hispanic agent. Eventually, 310 of the FBI’s approximately 400 Hispanic agents joined him in the suit. T he FBI has about 9,000 agents. overtime for using Spanish and given back pay for promotions they didn’t get because of their ethnicity. Plaintiffs’ attorney Tony Silva said Tuesday the agents’ claims for overtime and back pay to taled about $9.2 million. Late last month the FBI offered to settle the case for $173,000, lead attor ney Steve Zelinger said Tuesday. An FBI accoun tant said Tuesday she is often pulled off her white-collar investigations to handle phone calls and interrogations. The plaintiffs contend they should be paid overtime for using their Spanish “above and be yond normal duties.” The difficulty is defining that phrase. Spanish-speaking agents define it as having to abandon their duties to help a non-Spanish- speaking agent on his case by answering phones, conducting interviews, monitoring wiretaps and translating tapes and documents. “1 was hired as an investigator, not as a transla tor,” Perez testified Wednesday. “When I have to help another agent sometimes. But doing some one else’s work is another matter.” Perez said he believes he is owed $50,000 bad pay for not being promoted, $80,500 overtime for Spanish-language work and $500,000 for pain and suffering caused by the FBI’s retaliation against him for filing the lawsuit. Bunton ruled last year that the FBI retaliated against Perez by demoting him from thelosAn geles office to the FT Paso office, turning down for various promotions, accusing him of perjuring himself in the espionage trial offor mer Los Angeles agent Richard Miller and gaily obtaining a federal grand jury subpeonain an internal investigation targeted at him. State representative says Galveston port should not be closed WASHINGTON (AP) — The commission that compiled a list of military installations to be closed na tionwide relied on inaccurate infor mation when it singled out the Na vy’s homeport in Galveston, Rep. Jack Brooks told a House committee Wednesday. Brooks, a Beaumont Democrat, said it would be unconscionable for Congress to ignore its promise to build the homeport in the Gulf Coast city. The chairman of the House Judi ciary Committee, Brooks urged Congress to carefully examine the criteria used by the Commission on Base Realignment and Closure in drafting its list of installations to be closed. The commission, created by Con gress, singled out 86 military bases for closure, five to be partly closed, and 54 others to be realigned. “The commission states the clo sure of the Galveston base will result in the loss of 492 military and 45 ci vilian personnel,” Brooks testified before the House subcommittee on military installations and facilities. “However, according to the envi ronmental impact statement on the Gulf Coast strategic homeporting, issued by the Navy in 1986, the Gal veston Fiomeport was slated to have 667 full-time active duty personnel and approximately 15 civil service personnel.” Brooks also testified that the vast majority of savings the commission said would be realized by closing the Galveston Homeport would be shifted to the Ingleside Homeport, which will need to construct added facilities to accomodate the five ships that were to have been homeported in Galveston. The commission estimated sav ings of $2.5 million annually and a one-time savings of $8 million from not completing construction of Gal veston Homeport. The commission also recom mended the Lake Charles, La., homeport be closed, and its fleet also moved to the Ingleside Homeport near Corpus Christi. Through the realignment of in stallations nationwide, Texas stands to see a net gain of about 2,158 mili tary and civilian jobs. National Briefs Bush launches five-day tour of Far East ANCHORAGE Alaska (AP) - President Bush today launched a hectic five-day mission to the Far East, his first overseas trip as president. The White House said the journey might not generate quick headlines, but would dem onstrate that “the United States is an Asian power. Bush traded a pre-dawn Wash ington drizzle for a light snowfall here, stopping to refuel en route to Japan. He also will make a weekend visit to China and a 4.5- hour stop in South Korea. Following the 7.5-hour flight from Washington the president spoke to members of the armed forces at a airplane hangar at El- mendorf Air Force Base. It is unusual for an American president to travel overseas just 33 days after his inauguration, but Bush decided to go to Tokyo to represent the United States on Friday at the state funeral of Em peror Hirohito, w ho died of can- eer at the age of 87 on Jan. 7. In prepared remarks here Bush noted Ebnendorf was the first stop 18 years ago in a trip that made Hirohito the first em peror in Japanese history to set foot outside his homeland. Bush said he would pay his re- spei ts iu Tokyo, and added. It is as well a measure of our respect for a valued ally and fellow de- mocraey that 1 make this trip “At each stop. Bush said, T aim to strengthen key relationships with our friends and partners in the Pacific re gion.’ Meanwhile, however, the White House released a statement by Bush suggesting he was not interested in a U.S.-Japa nese free trade agreement mod eled after a U.S.-Canadian pact to eliminate all trade fees and im port barriers. Brooks said the decision to build the Galveston Homeport was made by the Defense Department and Congress “in the interest of national security” and the reasons for the de cision still stand. “Millions of local and state tax dol lars have been spent in reliance on the agreement entered into by the U.S. government and the people of Galveston County when the site was chosen, and I believe it is unconscio nable to now turn our backs on that promise,” Brooks said. The body was found in December in a plastic bag in a trash can in the school restroom where the baby apparently had been born. Bond was set at $10,000. Commission urges Congress to help farmen WASHINGTON (AP) — Farm programs should not keep people in agriculture when their opera tions are not viable, a blue-ribbon commission said Wednesday in urging Congress to separate farm credit programs from social pol icy. The National Commission on Agricultural Finance also urged Congress to choose between crop insurance or disaster payments, and to seek standardized account ing practices in agriculture to help farmers and lenders better gauge a borrower s ability to re pay the loan. Established by Congress in 1985 - in die midst of the worst agricultural depression since the 1930s, the commission deter mined credit is adequate tor credit-worthy farmers.
