The takeoff alarms are a critical safety device because they warn pilots if they have improperly set instruments or con trol devices during takeoff. The FAA told the airlines they must conduct the tests immediately and con tinue the checks every 200 flight hours to protect against possible failure. Last year the failure of pilots to set their flaps properly led to the crash of a Northwest Airlines jet at Detroit, killing 156 people. Investigators also say a similar over sight remains a possiblity in the crash of a Delta Air Lines Boeing 727 at Dallas- Fort Worth last August in which 14 peo ple were killed. In neither case was there any evidence that the takeoff alarm sounded. The Delta crash led to the FAA in Sep tember ordering airlines to check, as purely a precautionary step, the alarm systems on nearly 1,200 Boeing 727 air craft. The FAA said today those checks re sulted in a significant number of inoper ative warning systems discovered on the Boeing 727 aircraft. It said that in 35 cases, the warning alarm either failed altogether or operated improperly. Of the 35 aircraft in which there were failures, 29 belonged to three airlines, FAA spokesman Bob Buckhorn said. He said he did not know the names of the airlines, but was trying to determine their identity. Although the September tests covered only Boeing 727s, the FAA said in its new directive it was also including all Boeing 737 aircraft because their alarm systems are similar and subject to similar failures. According to industry figures there were 1,148 Boeing 727 aircraft and 634 Boeing 737 aircraft being operated by major U.S. airlines at the beginning of this year. The warning system sounds whenever a variety of control or Bight devices are not placed in proper position. In the two Boeing jets the alarm is a loud horn, while in some other model aircraft such as the McDonnell Douglas MD-80 a computerized voice provides the warn ing. engaged on takeoff; leading edge which are essential for a planeioij lift; and other control devices. The priest said Ratzinger’s objections to creation spirituality were “unbelie vably thin,” adding that power, not the ology, is the real issue. Fox suggested the Catholic Church will die as an institution unless it adopts democratic practices, and acknowledged he eventually may be forced to renounce his priesthood because of his views. “The very act of silencing theologians instead of engaging them in dialogue is a sign of institutional violence,” he said. The Vatican cited Fox’s “dangerous and deviant teachings,” a esoteric mix of Christian mysticism, feminism and envi ronmentalism. Those include criticisms of traditional church doctrine for an “overemphasis” on sin and redemption, calling God a “Mother,” not clearly denying a belief in pantheism and support for homosex uals. WASHINGTON (AP) — The govern ment plans to seek an indictment Friday of deposed Philippine President Ferdi nand Marcos on racketeering and fraud charges, federal sources familiar with a criminal investigation of Marcos said Thursday. President Reagan, meanwhile, indi cated he would not intervene to stop a Marcos indictment. The charges would stem from a probe of allegations that Marcos stole enor mous sums of money from the Phil ippines and then engaged in a series of il legal transactions with the funds after fleeing to the United States. Marcos’ attorneys have been engaged in plea bargaining negotiations with the Justice Department and the decision to take the matter to a federal grand jury in New York to seek charges was made af ter the two sides failed to reach an accord by a deadline of 5 p.m. Thursday, said the sources, speaking on condition of an onymity. One source said Marcos’ lawyers were balking at the government’s demand that Marcos plead guilty to a charge of racke teering. U.S. Attorney Rudolph Giuliani, whose office has been investigating Mar cos, declined to comment when asked by a reporter in New York about his plans. Congress rushes on anti-drug bill WASHINGTON (AP) — Bipartisan congressional negotia tors forged new compromises to an anti-drug bill Thursday as they hurried to complete the major measure keeping the 100th Congress in session. Congress could be ready to vote Friday for the popular elec tion-year bill, which is expected to authorize some $2.5 bil lion in new money — and give the government stem, new measures to combat illegal drugs. Mindful that the legislation could help incumbents of both parties, leaders of both houses are treating the bill as a biparti san effort.
