Page 8/The Battalion/Wednesday, April 27, 1988 Texas retailers avoiding law, officials report AUSTIN (AP) — Up to 80 per cent of retailers are not complying with a new state law requiring a li cense to sell spray paint and glue that can be abused as inhalants, state officials said Tuesday. The law that took effect March 1 applies to as many as 20,000 retail ers, but only about 4,000 of them have applied for and received li censes to sell the products, Texas Health Commissioner Robert Bernstein told a news conference. The products can be abused through inhaling fumes. “Retailers need to understand that (Texas Department of Health) licenses are mandatory, if they are to continue selling the inhalants cov ered by this law,” Bernstein said. “I don’t think the important of regulat ing the sale of inhalants can be over stated.” The law passed by the 1987 Legis lature requires people selling the products to display their licenses and to post conspicuous, bilingual signs warning that spray paint and glue with harmful vapors must not be sold to those under age 18. renewed each year, costs $25, Bernstein said. Money from the li censes is to be used for inhalant abuse programs. Among the programs being con sidered by the board of the Texas Commission on Alcohol and Drug Abuse are projects for high-risk peo ple, such as children of substance abusers, and packages providing in formation on inhalants for busi nesses. Inhalant abuse is predominantly a problem involving young people,of ficials said. Bernstein said the abuser usually is between the ages of 11 17, and some have been as young as 5. A retailer who sells the products without a license faces a class B mis demeanor charge for the first of fense, and a third-degree felony charge for the second offense. Minorities protest naming of school after Alamo hero AUSTIN (AP) — Hispanic and black leaders are urging Austin school officials to name a new high school after someone other than Alamo hero James Bowie, arguing that Bowie was a slave trader. Gary Bledsoe, president of the Austin chapter of the National Asso ciation for the Advancement of Col ored People, said Bowie isn’t the kind of person whose name should be on a school. “The plain and simple truth, according to some of the most noted Texas historians ... is that Jim Bo wie smuggled slaves into North America, sold them at vastly inflated prices, owned, then sold, fictious land grants for Texas land, fraudu lently sold land owned by his inlaws and committed many other heinous and nefarious acts,” Bledsoe said. The group of black and Hispanic leaders have suggested that the school be named after a Hispanic. None of the Austin high schools have Hispanic namesakes. For the item to be placed on the agenda for _ reconsideration, one of the board members who voted for the hii school name must request that tne matter be reheard. The Daughters of the Republicof Texas and 420 other people recom mended the school be named for Bowie. In a March vote, two board members — Beatriz de la Garza and Bernice Hart — voted against Bowie as the name for the new school. A Kentucky native, Bowie was an adventurer who by the age of 18had earned a reputation for riding alliga tors and wrestling bears. In 1828,he moved to Texas and settled in San Antonio. After First sharing com mand at the Alamo with William B. Travis, Bowie fell ill and died on March 6, 1836, when Mexican sol diers captured the mission. A county and a city in Texas are named for him. The NAACPand others sent a let ter complaining of the name choice to the school board April 11. Three days later, retired Texas Supreme Court Chief Justice Jack Pope also urged that the school be renamed. Nation’s black leaders name abuse of drugs as top urban problem FORT WORTH (AP) — The No. 1 problem of the black community is drug abuse, black leaders said Mon day in a discussion at the opening day of the sixth annual conference of the National Forum for Black Public Administrators. “More than 80 percent of all crime in the country is drug-re lated,” Beny Primm, a drug expert from Brooklyn, N.Y., said after the session. “In the black community, that figure is 90 percent.” Nearly 100 administrators partici pated in the 90-minute discussion of drug abuse. “You need an organized effort on the part of the local community to demand that the police do some thing about drugs,” Primm told at tendants at the workshop “Drugs and the Black Community.” “We must bug somebody about it every day if necessary.” The annual conference brings to gether black governmental leaders to meet, exchange ideas, network and recruit, organizers said. On Wednesday, six leading may ors will participate in a discussion of the problems of urban America. Mayors expected to participate in clude Tom Bradley of Los Angeles, W. Wilson Goode of Philadelphia Andrew Young of Atlanta, Marion and Barry of Washington, D.C. Henry Gardner, city manager of Oakland, Calif., and president of the public administrators’ group, said the discussion on drugs was an ap propriate topic to kick off the con ference. “This is perhaps the most urgent topic we will discuss here this week,” Gardner said. “Because of the de struction that illegal drugs cause in the black community, because of the violence and the poor role models, this causes a total breakdown in the community.” Southland plans to stop construction DALLAS (AP) — Southland Corp. plans to virtually halt con struction of new 7-Eleven stores for the immediate future and use oper ating cash to repay debt on the founding family’s leveraged buyoul completed in December. The Dallas-based company, which is privately owned, revealed its plan in a recently released corporate pro file of the company. Southland’s construction and ac quisition program has added more than 1,600 stores in the past three years. Southland should remain the na tion’s largest operator of conve nience stores, a company spokesman said. Despite the shift in strategy fol lowing the Thompson family’s $4.9 billion leveraged buyout, Southland will continue to operate about 7,50(1 convenience stores in 1988.
