Department expands plane inspections to Continental Airlines WASHINGTON (AP) — Transpor tation Secretary Jim Burnley said Sunday the department will expand its airplane-to-airplane inspection to a second Texas Air Corp. subsidiary, Continental Airlines, beginning Monday. The planned inspection comes less than a week after the Federal Aviation Administration began checking Eastern Airlines, a major carrier in the Texas Air empire — the nation’s largest airline company. The FAA also slapped Eastern with $823,000 in fines for violating safety regulations. “We’re going to extend the ramp inspections, intensive inspection, that we began on Eastern last Wednesday to Continental as well, beginning tomorrow,” Burnley said on NBC-TV’s “Meet the Press.” The Transportation Department head said the inquiry will “be just like the Eastern investigation.” “We’ll have people who’ll be walk ing around the planes and through them and talking to the maintenance personnel and the folks in the cock pit and making sure that anything that can be readily identified is cor rect,” he said. In another development, Burnley said the department found “almost a million dollars” in violations by Con tinental during a review of the car rier’s files at Texas Air. The violations, including some that Continental identified itself, are “being acted on,” he said. “They’ve swept their system and they’ve found in varying stages we’ve got almost a million dollars in pro posed penalties against Continen tal,” Burnley said. “And in fairness, 1 should add some of those at least were areas where Continental volun teered that they had problems.” The airline has been notified of the penalties, Burnley said, and is considering whether to pay them voluntarily. Frank Lorenzo, chairman of Texas Air, said the planned inspec tions were not a surprise, but prom ised that Continental would cooper ate with the department as Eastern has done. “I’m not surprised in light of the environment that’s going on right now,” Lorenzo said on the NBC pro gram. “I think it’s important to note that most of these incidents that the secretary refers to are more than a year old, but Continental will comply and do well under this just like East ern.” Burnley reported that the depart ment had inspected about 200 of the 267 Eastern aircraft since Wednes day and grounded 19 of them. “I think it’s important to note that grounding does not mean that the plane is still on the ground,” he said. “All it means that a problem was a P identified and a problem was cor rected before the plane returned to service.” The Transportation Department head refused to speculate on whether the 19 groundings, which represent about 10 percent of the planes inspected, reflect an average or bad record. “We want to go through this for 30 days and see what we find and then we’ll talk about patterns. . . . I’ve got to emphasize that virtually all the problems identified, and while many of them were significant problems, were easily correctable so the plane was returned to service in a couple of hours,” Burnley said. The department also launched an investigation Wednesday into the fi nances and management of the Houston-based Texas Air. Texas Air Corp. had record losses of $466 million last year and its East ern subsidiary has been plagued with labor turmoil. Shark victim rebuilds life after attack KINGSLAND (AP) — A year af ter a teen-ager lost an arm in a shark attack off Mustang Island, the Llano High School student has been named yearbook editor, plays xylo phone in the school band, and draws, hoping one day to become an artist. April Dawn Voglino, 17, and her parents say their lives, turned upside down by the incident last April 18, have calmed down. “My friends get upset over itty- bitty problems they have,” April said. “Nothing upsets me anymore.” April was attacked by a shark in chest-deep water, 100 feet from the shore. Her father, Robert, attempted to beat the shark away with his fists, and wrestled with it for about 20 sec onds when it pursued the two as they fled for the shore. April lost her right arm about six inches below the shoulder, but that hasn’t stopped her from playing in the school band or ended her dream of becoming an artist. “Drawing was no problem,” April said. “I’m even better than I was be fore. “Before, I wanted to pursue an art career, but didn’t do a lot about it.
