AUSTIN (AP) — Texas has an obligation to replace the current school finance system, which has been ruled unconstitutional, with one that is equitable, a spokesman for poor school districts said Thurs day. However, poor districts don’t ex pect a future school finance system to give them the same ability to raise money as the state’s richest districts, Richard Kirkpatrick told the Select Committee on Education. Kirkpatrick heads a group of 55 low-wealth districts that joined a school finance lawsuit against the state. “Common sense tells us that the state has a legitimate and compelling interest in not providing us the op portunity to spend $15,000 per stu dent with a local tax effort of only a dime,” said Kirkpatrick, Copperas Cove district superintendent. “It seems perfectly clear to us that even if the state could raise that much money, it would not appropri ate it for public education, and no court would or could require the state to do so,” he said. ommend a new system tom lie schools.
