Jessica, who turned 2 last Satur day, will participate in a balloon re lease Thursday to benefit 5-year-old Brennan Bolin, said benefit coordi nator Bonnie Arnold. Brennan has idiopathic pulmo nary hemosiderosis, a rare condition in which bleeding occurs within the lungs’ lining. Arnold, wife of Lancaster Mayor Walter D. Arnold III, said the boy needs a heart-lung transplant at the University of Minnesota. $15,000 before Thursday’s official start of the fund-raising. The families of the children are acquainted and that is how Jessica got involved, Arnold said. Jessica and her mother, Cissy Mc Clure, were flown to Lancaster Mu nicipal Airport on a private plane for a noon reception, Arnold said. “They’re hoping that unless any thing goes wrong, he will be weaned from steroids for six weeks, as of June 1, and he will be relocating to Minnesota to await a donor,” she said. The surgery will cost $650,000 and all but $125,000 is covered by insurance, she said. Lancaster residents donated Jessica will release the first bal loon, followed by children from Lancaster elementary schools, Ar nold said. “These cfiildren will have each do nated one dollar to Brennan’s cause. Their name and a special message will be in each balloon,” Arnold said. “There will be a drawing among those children for two toys signed by Jessica.” Arnold says the boy’s grand mother lives in Midland, where Jes sica fell into an abandoned water well last October. Department of Human Services to appeal ruling on day-care plan EL PASO (AP) — The Texas Department of Human Services plans to appeal a judge’s ruling that forced the agency to renegotiate a day-care contract with a com munity group, a DHS attorney said. Meanwhile, Trinity Coalition officials said Tuesday they had won their battle with the DHS when they signed the $245,000 contract to continue providing in- home day care for low-income El Pasoans. “We renegotiated the contract because McKellips or dered us to,” department attorney Ed Horne said from Austin. DHS officials decided last year not to renew their contract with Trinity because they claimed the commu nity group made thousands of dollars in bookkeeping errors. But District Judge John McKellips ruled Feb. 2 that the agency was arbitrary and capricious in not renewing the contract and ordered the DHS to renegotiate with Trinity. “The judge made a mistake and we plan to contest it. We will file an appeal,” Horne said. He said it will take about four months to draft the ap peal, and that Trinity will continue to subcontract day care service during the appeals period. Patricia Royball Sutton, Trinity Coalition executive director, said Trinity will fight any appeal of the con tract signed March 1. Trinity has contracted with the state to provide in- home day care for needy families for 10 years, she said.
