Ortega, here for a meeting of the Organization of American States, told reporters he will announce his plan today. There were stong hints that the proposal would include a role for Wright in the efforts to reach a cease-fire, but Ortega said he could not provide details because “we’re still refining all of this.” As Ortega spoke, Nicaraguan Cardinal Miguel Obando y Bravo, who has been designated intermed iary in pending cease-fire talks be tween the Sandinistas and the Con tras, was heading for Washington and was expected to take part in to day’s announcement. Congressional sources said last week that Wright had declined an offer to serve as a cease-fire interme diary because he did not have the time and felt that such a role was in appropriate for someone outside of Central America. But meetings Wednesday and Thursday between Wright and Or tega left the impression that the speaker may have agreed to play a role. Last week, Wright said he might be willing to send a congres sional delegation to Nicaragua to verify the cease-fire. MPACT and FDIC Open Door Lender SAN SALVADOR, El Salvador (AP) — Three suspects charged in the 1985 slayings of six Americans, including four Marine guards at the U.S. Embassy, were ordered freed Thursday under a new amnesty pro gram. Military Judge Jorge Alberto Ser rano ruled the three, said to be leftist guerrillas, should be freed under the program providing amnesty for po litical prisoners, which was enacted as part of the new Central American peace plan. It was not clear when the three ac tually would be released from jail. The U.S. Embassy said in a statement, “As a matter of policy, we believe that those responsible on both the right and left for terrorist acts or crimes against U.S. citizens should not be allowed to escape jus tice.” Thirteen people were killed on June 19, 1985 when assailants wear ing Salvadoran army uniforms opened fire with automatic weapons on patrons at two outdoor cafes in San Salvador’s “Pink Zone,” a strip of trendy restaurants and clubs. The Marines were wearing civil ian clothes and were seated at two ta bles with other young people when the assailants drove up in a red pickup truck, witnesses said at the time. A little known leftist group, the Mardoqueo Cruz Urban Guerrilla Commandos, claimed responsibility for the massacre. The group is an offshoot of one of the five guerrilla armies that form the Farabundo Marti National Liberation Front, which has been fighting the U.S.- backed government for the past eight years.The government has au thorized the release of 473 political prisoners since last Friday under the amnesty program.
