NEW YORK (AP) — Another 15 players, including quarterback Danny White and eight-time Pro Bowl center Mike Webster, crossed picket lines Wednesday as union chief Gene Upshaw criss-crossed the country trying to prevent more de fections. That made it 39 players on 15 teams who have returned to practice camps since the NFL strike started nine days ago, according to an Asso ciated Press count. The union has 1,585 players under its jurisdiction not including first-year players on injured reserve. Joining White and Webster were wide receiver Roy Green and de fensive end Curtis Greer of the St. Louis Cardinals, Pittsburgh running back Earnest Jackson, and three New Orleans Saints, including two starting defensive linemen, Bruce Clark and Tony Elliott. Upshaw, meanwhile, met for 2'/a hours with the Steelers then re turned to his offices in Washington, bringing to nearly 8,000 miles the air time he has logged since Sunday. No negotiations were planned. In Washington, however, union and management lawyers met with the National Labor Relations Board to discuss procedural points in the un fair labor practice complaints each side has filed against the other. Players who don't resign from the union and cross the picket line are subject to fines from the union, so White decided to resign. Dorsett and Jones got letters from management warning they could lose their annuities if they didn’t re port. “My mind was made up for me,” Dorsett said. “I have no choice.” They have until 9 a.m. Friday to check in to be able to play in Sun day’s game against the New York Jets and qualify for the annuities, which are deferred payments based on length of service. Cowboys man agement would not disclose the amount due Dorsett and Jones. White, a 13-year NFL veteran who was an outspoken critic of the 1982 strike, said there could be some ill will against him. “Time will tell if there are any hard feelings for me when it is all over,” White said. “But I am morally opposed to the strike. “I have a hard time looking myself in the mirror when I’m making $725,000 and go on strike like I’m being treated unfairly. Other players feel they have been mistreated, but I just can’t convince myself.” He said he was "sure the union will tell everybody I’m taking bread off their table. Most will misunder stand where I’m coming from.” But player representative Doug Cosbie said he understood why White, who is losing $45,000 per week, had to return. “Danny explained his problems to us,” Cosbie said. “We will stick to gether through all of this. The strike is still for the majority and the ma jority is still out.” Cosbie added that even if Dorsett crosses the picket line, “he will still be behind what we are doing. H Houston Chamber of Commerce joins fight to keep Oilers home HOUSTON (AP) — There was no movement in negotiations between the Houston Oilers and the Houston Sports Association to keep the team from relocating, but the Chamber of Commerce announced it was offi cially getting into the act. The National Football League team is being lured by officials of Jacksonville, Fla., to make the Gator Bowl its home instead of the Astro dome. The team’s lease at the Astro dome expires at the end of this sea son. Don Jordan, chairman of the board of the Houston Chamber of Commerce, said Tuesday the mem bers of the chamber’s executive com mittee had authorized him and exec utive director Gerald Griffin to work with both the Oilers and HSA. Jordan said committee members discussed a plan to build and sell 72 new sky boxes in the Astrodome at an estimated cost of $30,000 each. “I think the chamber could be active in making this a priority with its mem bers,” Jordan said. “I certainly think if the city of Jacksonville can buy 80 sky boxes, the city of Houston can afford 72.” L:: n: At the same time, the Harris County Commissioners Court voted Tuesday to hire architect Gary Wil son to prepare several preliminary seat configuration plans for the As trodome that will include the pro posed luxury sky boxes on the press level field. County Judge Jon Lindsay said it was important for the court to hire Wilson because of plans for the sky boxes must be ready within two weeks — in time for a kickoff sales meeting for the sky boxes. Signing a contract any later than Oct. 15, however, could delay the completion of the planned 10,000 extra seats in the Astrodome, say warned. The county needs start that work by Oct. 15 to sure it is done by the start of! 1989 football season, he said.
