Western officials welcomed the unprecedented invitation and other recent shifts in Moscow’s human rights policy, but insisted on more improvements before signing an accord to end the conference. “In the all important areas of hu man rights and human contacts, there is still a shortfall... of deeds to match the ambitious language of perestroika,” David Mellor, Minister of State in Britain’s Foreign Office, said as the fourth round of talks opened. The 35 nations signed a human rights agreement in 1975 in the Finnish capital of Helsinki. The con ference was supposed to end last July. Diplomats now say they hope to reach agreement by Christmas. Soviet Ambassador Yuri D. Kash- lev told a news conference that Mos cow has invited a delegation from the International Helsinki Feder ation, a private group that monitors human rights, to discuss policy with high-level Kremlin officials. Gerard Nagler, senior representa tive of the International Helsinki Federation in Vienna, said a 12- member delegation from various West European countries would go to Moscow in November for five days of meetings. Nagler said his organization, founded in 1982 by U.S. and West European groups that monitor com pliance witn the 1975 Helsinki hu man rights accords, applied for the visit in June. He received word last Friday it could go ahead. Younis’ attorney, Frank Carter, said his client suffered the broken wrists following his arrest and that his client had been “interrogated three times a day” during a “trip around the Mediterranean for five days” while the 28-year-old Leb anese Shiite was aboard a navy ves sel.
