Since at least 1942, Houston has had an ordinance prohibiting the use of “toy vehicles” — like skates and scooters — on city roadways. “I don’t consider my skates to be toys at all,” skate mechanic Jim Sher man says. “I’ve got $450 tied up in them as my main form of transpor tation. “Technically we are breaking the law, and we’d like to see the law changed. quest for mobility,” Councilman Jim Greenwood said.
