The Oilers are being wooed by Jacksonville officials to make the Ga tor Bowl their home. Jacksonville Mayor Tommy Hazouri said he thinks the north Florida city can deliver on its propo sal of guaranteeing $115.2 million over the next 10 years for the Na tional League team. By law, Lindsay noted, tax money cannot be used to sweeten the pot by directly underwriting Oiler profits, even if thought desirable. Several officials said that until Jacksonville puts its chips on the ta ble, any move by the Houston pri vate sector to raise such funds would be premature.
