In Advance CS to consider improvements budget By Yvonne DeGraw Staff Writer • Lincoln Center im provements — $35,200 The College Station City Coun cil will consider a projected bud get for capital improvements to benefit low income citizens to night at 7 p.m. in the City Hall council chambers. The budget shows proposed uses for $751,000 in Community* Development Block Grant Funds. At least 51 percent of these funds must be used to benefit people with low or moderate in comes. Federal statutes require that the rest be used to “meet an urgent community need.” The proposal lists 13 programs — up from five last year — that will be funded by the grants: • Housing assistance — $245,000 • Street construction — $ 190,000 • Community House renova tion — $25,000 • Economic development study —$10,000 • Brazos transit system — $10,000 • Maternal & Child Health Clinic —$17,000 • Sheltering Arms — $2,000 • Phoebe’s Home — $ 10,000 • MHMR —$32,000 • BY Children’s Foundation — $10,000 • Adult Literacy Council — $10,000 • Brazos Food Bank — $4,800 T he agenda also includes con sideration of bids for the con struction of Cy Miller Park. Studies say nurses not trained to spot abused children By Teresa Foster Reporter Although nurses are in the best position to spot child abuse, studies show that nurses are no better pre pared to detect child abuse today than they were 10 years ago, even though reported incidents of child abuse are on the rise. A former Texas A&M University student. Dr. Susan Mellott, recently tested nursing students in 21 schools within 80 miles of Harris County on their knowledge of child abuse. The test consisted of 33 questions in three categories — general knowl edge of child abuse, rehabilitation of child abusers and children with a high risk for child abuse. Nurses with baccalaureate or asso ciate degrees averaged 83 percent in overall knowledge of child abuse, Mellott says, while LVNs averaged 76 percent. Variables contributing to the higher scores were personal and ! professional experience with child abuse and education on child abuse, she says. “The Legislature has not passed any law requiring the nurses to do so yet, but it is probably coming,” she says. Although there are some pro grams on child abuse, Mellott says there are not many local ones. Mellott, who is developing child abuse programs in the Houston area, says such programs are needed because the reported incidents of child abuse are increasing. In 1985, there were 9,828 cases of child abuse reported in Harris County while in 1986 there were 10,854 reported cases, she says. Seven children die from child abuse every day, Mellott says. Some of the signs of physical abuse are cuts and bruises above the knees and above the elbows, and sev eral bruises in different stages of healing, she says. But emotional signs of child abuse aren’t as clear, she says. “Some of the kids are very affec tionate, while others shy away,” she says. All of the schools studied had at least one program on child abuse, but there are no minimum require ments in child-abuse training, she says. Nurses in Texas aren’t required to attend continuing education pro grams in child abuse or in any other subject, she says. Many children experience a com plete personality change, Mellott says. The quiet child may become loud and noisy, while the loud child may become quiet. •Abused children also may begin to have problems in school or they may turn to drugs or alcohol, which are used as a way to assume some con trol of their lives, she says. Allen Dozier was scheduled to be gin presenting the defense Wednes day morning for Michael Warren Scott of Dallas, who is accused of try ing to kill his wife by shooting her in the back, arm and head. Dozier was found by a neighbor early Wednesday, police said. No ruling has been issued in the death, but District Attorney Jorge Solis — who was called to identify the body — said it was an apparent suicide. Dozier’s wrists had been slashed, apparently in the bathroom of the home, and a trail of blood led to the telephone, then to the garage — where the garage door was found a ajar and Dozier’s car was running — then to the backyard where the body was found, Solis said. Prosecutors, who had tested their case, said Scott argued with his wife outside her dormitory at about 1 p.m. on March 4, pulled a gun and began struggling with her in a court yard filled with ACU students. As Walker tried to run away, he fired a shot, caught up to her and tried to shoot her in the head, pros ecutors said. That bullet grazed her scalp. She broke free again but was hit in the back with another bullet. Court officials said another attor ney will have to be represented to defend Scott, who has pleaded not guilty in the case, and no time frame has been set.
