George DeAngelis said, “We have people calling in ant j snitching on their neighbors. “We reacted to the amount of complaints, people saying, ‘My neighbors have two or three cars with Mexican license plates, and if they can get away with it, why can’t I?’ ” Residents of next-door Ciudad Juarez, Mexico, can cross over to El Paso to shop or work without having to show proof of insurance or com ply with this city’s strict pollution laws. Every year, El Paso fails federal standards lor c arbon monoxide, arid it is one of only lour 1 exas cities where vehicles must pass muster on pollm ion-com rol devices. Raul Munoz, director of the El Paso City-County Health District’s environmental division, said motor ists who see vehicles spewing smoke can report them to that office. Offi cials there check license plate num bers and send the vehicle’s owner a letter stating the situation. Owners have 30 days to repair their vehicles. After that, drivers are summoned before a municipal judge, who can "issue fines up to $200, Munoz said. “Most of them repair their vehi cles,” Munoz said. Sponsors drop requirement in abortion bill AUSTIN (AP) — The House sponsor of a hill t o regulate late-term abortions followed the lead of the Senate sponsor Monday and dropped from the measiuc a re quirement that minors seeking abor tions first obtain parental consent. Rep. Mike Millsap, D-Eort Worth, said he regretted the move, hut thought it was important to “avoid a potentially divisive conflict with the Senate.” The bill would prohibit late-term abortions except in medical emer gencies. Before introducing a similar bill in a Senate committee, Sen. Ted Lyon dropped the provision, saying he is a “political realist” and knew the bill would not he approved by the committee with the controversial provision. The requirement was the center of a dispute last week when Gov. Bill Clements claimed it was a vital part of abortion legislation. A&M department awaiting doctoral program’s final 01 By Jessica Brown Reportei „The Department of Political Sci ence, anxiously awaiting final appro val of a doctoral program to be ini tiated in Fall 1987, may get its wish Thursday. Dr. Edward Portis, associate pro fessor of political science, said the department began pursuing the doc tor of philosophy program about five or six years ago. The depart ment has been in the process of cer tification from the Texas Coordinat ing Board for Higher Education for four years. In January, the board approved the department’s request on the first of two mandatory readings. The sec ond and deciding reading is sched uled for Thursday. Even though the department doesn’t officially have a doctoral program, it is accepting applications from students. “I have no doubt the program will be approved because the coordinat ing board is very impressed with the department,” Portis said. Hie A&M political science depart ment is one of the largest in the na tion and. with the inclusion of a Ph.D. program, it may grow even more. dents work. for public admini®] “This semester we have 40 master of public administration students and approximately 20 master of arts students,” Portis said. “And we ex pected to add 10 doctoral students by the spring.” However, the addition of an ex pected 10 Ph.D. students will de crease the number of graduate assistantships available to master of arts students because of a limited budget, Portis said.
