The Institute for Pacific Asia has been established by the Texas A&M University System Board of Regents in order to promote and coordinate research and instructional programs and facilitate the creation and exchange of knowledge and ideas among scientists, scholars, and student of selected institutions of higher education and research in the Pacific Asia region and those at Texas A&M University. The programmatic focus of the Institute will be on science, technology, and ecomonic development. Although the initial geographic focus will be on the Northern Pacific Core including China, Taiwan, Hong Kong, Japan, and Korea, the Institute is expected to extend its focus to include Indonesia, the nations of southeastern Asia, and India. •The Director will be selected from among faculty and staff currently employed at Texas A&M University. He or she should have high entrepreneurial abilities and sufficient academic stat ure to endow the Institute for Pacific Asia with the confidence of the University community. •The Director, who will hold a part-time appointment in the Institute, will be responsible for programmatic development and for establishing the institutional and financial relationships that will make the institute self-supporting within three years. •The Director will report to the Office of the Provost and be advised by two boards, one inter nal and the other external. A more detailed description of the Institute's scope and the duties of the Director are available at the Office of the Assistant Provost, 103 Academic Building. Filipinos backed the draf t charter by a 4-to-l margin nationwide, according to the unofficial count by the private National Movement for Free Elections. Only in the northern Luzon Island stronghold of former President Ferdinand E. Marcos did a majority of voters appear to have re jected the proposal. Final, official returns from the Commission on vections wexe not expected before next week. The private vote-count showed an approval margin of more than 80 percent — 5,374,61 7 to 1,294,656 — with 27 percent of the 86,703 pre cincts reporting nationwide. Partial, unofficial returns from seven northern Luzon provinces showed about 54 percent in the le gion were opposed to Aquino’s pro posal. Opposition also was strong in Manila area precincts at military in stallations. Voters were asked to state "yes” or “no” on whether they supported ra tification of the 20,000-word draft, which sharply reduces the power of the president, restores a bicameral legislature, bans the military from political activity except voting and expands human rights guarantees. The charter, completed in Octo ber by a 48-member commmission appointed by Aquino, also guar antees her a six-year term. The plebiscite marked the first time Aquino turned to the electorate for an endorsement of her II- month-old leadership, and her sup porters described the balloting as a “vote of confidence." Former Defense Minister Juan Ponce Entile, who campaigned against ratification, claimed Aquino used the plebiscite to run for re-elec tion uncontested. College From Tom’s B-B-Q JERUSALEM (AP) — A parlia mentary committee announced Monday it will conduct hearings on whether Israel promoted American arms sales to Iran and had a role in diverting profits to rebels in Nicara- gua. Testimony in a 64-page U.S. Sen ate report indicated Israel initiated the U.S. arms sales to Iran and played a role in funneling profits to the Contras fighting the Nicaraguan government. The Israeli government on Sun day denied such findings. Abba Eban, chairman of the Knesset’s Defense and Foreign Af fairs Committee, said he wrote a let ter to Prime Minister Yitzhak Sha mir asking that the government provide a written explanation of its role in the arms scandal. “Israel’s official statements have only been reactions and do not give a positive, contiguous account of Is rael’s actions and the principles that guided it,” Eban said in a statement distributed to reporters. Eban said he asked for a “detailed document that will explain the gov ernment’s actions and rationale on the subject of (selling) weapons to Iran.” Committee member Simcha Di- nitz told the Associated Press that a six-member subcommitte on intelli gence services would begin closed- by questioning named in the door sessions today two Israeli officials Senate report. Kimche denied he pro posed arms dealings with Iran, and Rabin i ejected allegations that he had authorized shipments of arms to Contra rebels. “Not only did I not propose, nei ther I nor any authorized Israeli, proposed that Israel help the Con tras directly in any way,” Rabin said on Israel Army Radio on Sunday. “On the contrary, I rejected a re quest by an American member of the National Security Council who pro posed this to Israel,” he said. Dinitz said the Senate allegations required further response. (AP) — A plump, pampered groundhog named Punxsutawney Phil predicted at least six more weeks of winter Monday when he was pulled out of an electrically heated and lighted burrow and reportedly saw his shadow. Despite an overcast sky at sunrise, Phil’s handlers from the Punxsutaw ney Groundhog Club claimed that he glimpsed a faint shadow. Groundhog Day folklore has it that if a groundhog, also known as a woodchuck, sees its shadow, six weeks of winter follow.
