I * I • l l » I * I Battalion | Classified j 845-2611 vx Advertise in yThe Battalion! 845-2611 Reports: Errors made by Daniloff, embassy hurt case WASHINGTON (AP) — The Reagan administration moved quickly to obtain the release of American reporter Nicholas Dani loff from the Soviet Union because mistakes made by the journalist and the U.S. embassy in Moscow strengthened the Kremlin’s spy case against him, according to published reports. Daniloff, 51, also appeared to be weakening under interrogation at the KGB’s Lefortovo prison, show ing signs of the “Stockholm syn drome,” in which a captive begins to sympathize with the demands of his captors, the Los Angeles Times re ported in Thursday’s editions. On Aug. 30, the KGB secret po lice arrested Daniloff, a U.S. News 8c World Report correspondent, in ap parent retaliation for the Aug. 23 detention of a Soviet employee of the United Nations, Soviet physicist Gennadiy Zakhaiov. Zakharov was arrested after he allegedly paid an FBI informant for scientific secrets. Zakharov flew back to Moscow and Daniloff returned to Washing ton Monday as part of a deal that in cluded announcement of a meeting in Iceland between President Rea gan and Soviet Communist chief Mikhail Gorbachev on Oct. 11-12. Before the compromise, the KGB was drawing an unexpectedly strong case against Daniloff, according to U.S. officials, who cited an indict ment handed down against him on Sept. 7, an article that appeared the next day in the Soviet government newspaper Izvestia and the interro gation itself, as reported by Daniloff to his wife, Ruth. A major point in the case was an incident in which an apparently bo gus priest identified by the Times as Father Roman Potemykyn report edly offered to supply Daniloff in formation about religious oppres sion in the Soviet Union in December 1984. The cleric, now believed to have been a KGB agent, dropped a packet at Daniloffs apartment addressed to the U.S. Embassy. Daniloff carried the envelope to the embassy, where U.S. diplomats opened it in his pres ence. Inside was a letter addressed to CIA director William Casey and in formation on military matters. Embassy official Paul M. Stom- baugh asked Daniloff how to get in touch with Potemykyn, and called him, identifying himself as “a friend of Nicholas’” and acknowledging receipt of the package. The Izvestia article identified Stombaugh as a CIA agent. He was declared persona non grata and forced to leave the Soviet Union in June 1985 for allegedly spying. The U.S. official also wrote to Po temykyn, saying he had received “your package from your journalist friend,” according to Newsday. The Long Island newspaper quoted an official in Washington de scribing the telephone call and the note as “very amateurish.” Although Daniloff, his magazine and the U.S. government all have stressed that the reporter was not in volved in spying, a State Department official who spoke on condition he remain anonymous told the Times that Daniloff “made a bad mistake and something had to be done to correct it.” That mistake was accepting in a Moscow park a package from a So viet acquaintance known as “Misha,” or Mikhail Anatolevich Luzin. Daniloff was jumped by the KGB moments after taking the package, which turned out to contain a map and photographs of military equip ment. Gandhi’s protection under scrutiny after assassination attempt NEW DELHI, India (AP) — A man in an army uniform fired a homemade pistol Thursday at Prime Minister Rajiv Gandhi and President Zail Singh, missing them but slightly wounding six other people. Authori ties said the captured assailant did not belong to a terror group. The shooting triggered an investi gation into protection given the prime minister, who has been threat ened repeatedly by Sikh separatists. Police said the gunman was not a Sikh. The government said several po lice assigned to protect Gandhi were suspended after the attack, which occurred as Gandhi, 42, and the president left a prayer service com memorating the 1 17th anniversary of the birth of Mohandas Gandhi, who led India’s struggle for inde pendence from Britain. Police said the attacker hid in heavy vines that covered a gazebo on the grounds of the Rajghat, or State Memorial, where the Mahatma was cremated. He fired a homemade pis tol several times, they said. Two of the injured said they were standing next to Gandhi when the gunman fired, and were hit by pel lets intended for the prime minister. Indian news agencies said the shots were fired as Singh was getting into a car and Gandhi and his wife, Sonia, who stood nearby. Reporters who later surveyed the scene said the gazebo was about 50 yards from w here the prime minister stood. Gandhi’s security guards fired in the air around the gazebo and flushed out the attacker. Police said he w'as in his early 20s and wore an olive army uniform. The Home Ministry said he changed his name several times dur ing questioning. The suspect w'as questioned by po lice but his motive was not clear. Po lice and government officials said he did not belong to any terrorist groups. Alter the shooting, Gandhi ap peared on government television and said smiling, “Everything is okay. There is nothing to tell.” Fie then closeted himself with Home Minister Buta Singh, who is responsible for internal security, and other officials. Indian news agencies said they discussed the security lapse and tightening protection for Gan dhi. Gandhi is guarded by an elite sharpshooter unit, the National Se curity Guard, formed after Sikh bodyguards assassinated his mother, Prime Minister Indira Gandhi, in October 1984. Three civilians and three police officers were hit by pellets and suf fered minor and superficial injuries, the Home Ministry said. One of the injured, Ram Gharan Lai, told The Associated Press he was standing next to Gandhi when he felt a thud in his back and saw pellets flying around him. “I had a terrible pain and was pushed forward,” said Lai, 57, a re tired judge from Rajasthan state. “Had I not been standing at the spot, I’m sure Mr. Gandhi would have been hit by the pellets.” Police said the pistol was a home .12 gauge with short range. Report says number of poor children rising WASHINGTON (AP) — The number of poor children jumped 30 percent between 1979 and 1984, w'hile participation rates in two key federal programs dropped sharply among Ameri ca’s impoverished young, a con gressional report said Thursday. The rate of participation in Head Start and Aid to Families w'ith Dependent Children, or AFDC, under the Reagan admin istration fell more than 20 per cent during the five-year period as the number of poor children jumped from 9.9 million to 12.9 million, the study said. “The record growth in poverty among children has not been ac companied by increased availabil ity of key safety net programs,” said the report by the House Se lect Committee on Children, Youth and Families. “To the contrary, support pro grams are not reaching the ma jority of those in need — are not most available where child pov erty is greatest.” But the report, entitled “Safety Net Programs: Are They Reach ing Poor Children?,” drew blister ing dissents from the panel’s 10 Republican members. “By ignoring important facts and using faulty methodology (the report) disqualifies itself from serious consideration by those interested in improving our w'elfare programs,” said a 33- page dissent signed by seven GOP members. es We’re looking for a f&vgood men Captain R.
