The Texas House Committee on Judicial Affairs is on solid legal ground in calling the justices to tes tify at the scheduled Friday hearing, said state Rep. Frank T ejeda, chair man of the panel. “It is my hope that they will re spond just like any other responsible citizen,” he said at a news confer ence. If associate justices C.L. Ray and William Kilgarlin do not appear, Te jeda said the committee could cite them for contempt or have them brought to the hearing under arrest. The panel is investigating allega tions that Ray engineered the trans fer of two multimillion dollar cases from a San Antonio appeals court to other appellate courts at the request of San Antonio lawyer Pat Maloney Sr., an attorney in the cases who con tributed $10,000 to Ray’s past cam paign. Tejeda said the committee also is looking into allegations that Ray so licited campaign funds from litigants in a case pending before the Texas Supreme Court. Also under investigation are alle gations that Kilgarlin’s briefing at torneys took a trip to Las Vegas at the expense of a San Antonio law Firm that had a case pending before the high court, Tejeda said.
