“It appears that what we say or
do won’t make a difference,” she
said. ^
“I think it’s an attempt to make a
quick control, a quick control of
cost,” she said.
But, Treat said, this revision is a
permanent solution to a temporary
budget problem.
The OMB should have cut the
research funds and let the universi
ties apply the cut to themselves, she
said.
“They’re making decisions for
us,” Treat said.
But Anderson said he believes
the revision is useful.
“I cannot oppose the revision,”
he said.
“After I’ve come to understand
it,” Anderson said, “I think it’s a
reasonable approach to limiting ad
ministrative cost as a portion of the
overhead.
“Some universities have a rela
tively high administrative cost.
“This is a drag on research. It’s a
drag on the researchers themselves
and on the overall program.
“If you understand it thor
oughly, understand the purpose
and realize that many universities
have been abusing this overhead
category, this seems like a very wel
come and needed reform.
“Many people will look at this re
vision as a welcome change because
it will force universities to squeeze
down and make their administra
tive cost more efficient.”

After conferring with Habib, Rea
gan met privately with about a half-
dozen congressmen to try to win
their votes.
Afterwards, Rep. Roy Rowland,
D-Ga., said Reagan “said that they’re
looking at some alternatives to the
million, and he said. 'I can’t
give you the specifics on that now.’
But they are looking at some alterna
tives.”
At this point, the administration
says it faces an uphill fight to win the
money. The Democratic-controlled
House is scheduled to vote March 19
on the package, while the Republi
can-led Senate is tentatively sched
uled to vote the next day.
House Speaker Thomas P. O’Neill
Jr., D-Mass, said he still expects Rea
gan’s aid request to be defeated and
