But, Treat said, this revision is a permanent solution to a temporary budget problem. The OMB should have cut the research funds and let the universi ties apply the cut to themselves, she said. “They’re making decisions for us,” Treat said. But Anderson said he believes the revision is useful. “I cannot oppose the revision,” he said. “After I’ve come to understand it,” Anderson said, “I think it’s a reasonable approach to limiting ad ministrative cost as a portion of the overhead. “Some universities have a rela tively high administrative cost. “This is a drag on research.
