COME SAIL WITH US! * * * * * * * * * * * Jf Jf Bush harsh on House Democrats Associated Press HOUSTON — Vice President George Bush ripped House Demo crats on Tuesday for opposing nearly everything advocated by the Reagan administration. “They’re against us on a strong defense. They’re against our spend ing cuts,” Bush said at a fundraising appearance for Rep. Jack Fields, R- Texas. “For five years, they’ve been against us almost every step of the way.” Bush, winding up a four-day swing through Texas, said he ex pected the Republican Party to do well in the November elections, al though winning a GOP majority in the House would be difficult. “It’s very hard to see that happen ing, but we certainly need to keep our sights set on that,” he said. Bush repeated his familiar themes, touting the creation of jobs during President Reagan’s years in office, a growing economy and tax reform. “We stand for opportunity and growth,” he said. “We also stand for families . . . for example, for moving control of schools out of the hands of federal administrators and back into the hands of state and local offi cials and of parents, which is where quality education belongs.” Bush also put in a plug for Repub lican candidates for state office, pre dicting the party would capture some of the governorships up for election in November. It’s very simple. It’s time to retire Mark White,” Bush said of the Texas governor, a Demo crat. Although Bush’s prepared re marks referred to White by name, he did not mention the governor specifically in his speech. Bush attracted about 300 people who paid $250 each for lunch. The proceeds went to the re-election bid of Fields, who is seeking a fourth term as representative of the pre dominantly blue-collar north and east Harris County district. Earlier Tuesday, Bush returned to South Texas where he trained as a Navy pilot during World War II and said the United States should hold its ground with the Soviet Union and support rebels fighting the Nicara guan government. There is nothing to indicate that Soviet leader Mikhail Gorbachev is friendly toward the United States, Bush told about 200 people at a Nueces County GOP fundraiser. Bush also said President Reagan’s proposal to provide aid for Nicara guan rebels should be a top defense priority. “In our proposal for this Nicara guan thing, there is $100 million to try to stand up for freedom, to try to stand up for democracy and to try to stand up against the Sandinistas who have indeed betrayed their own rev olution,” Bush said. Bush predicted the plan to base the USS Wisconsin at a new home- port in Corpus Christi would survive budget cuts. “We’re going to battle for the very proposals that include homeporting, and we don’t think it’s a waste and we don’t think it’s a frill,” Bush said. His previous three days in his adopted home state concentrated on visits to Texas Sesquicentennial events. “It’s been a wonderful thing to see the spirit of Texas and feel it,” he said. Associated Press AUSTIN — David Young, a Dem ocratic canidate for lieutenant gov ernor, said Tuesday that a state per sonal income tax is a “sensible, moral and overdue” solution to Texas fi nancial problems. Young readily admitted there were some “details” of his plan that needed to be worked out by re searchers and the Legislature. “Those who control 50 percent of the state’s wealth only pay 15 per cent of state costs,” he said. Young, who is challenging vet eran Lt. Gov. Bill Hobby in the pri mary, urged Gov. Mark White to call a special legislative session no later than June on the state’s financial cri sis. “The Legislature then could insti tute a state personal income tax which would raise at least $1 billion a year to take care of the current crisis and prepare for the future,” he said. Young said his plan calls for those with at least $100,000 annual gross income to pay a one percent tax. The levy would be graduated to a maximum of 5 percent for those who make over $900,000. “Those who make less than $100,000 a year would be exempt from the tax,” he said, which means 90 percent of the taxpayers. Young said he did not propose a corporate income tax because they are too complicated. In the Railroad Commission race, Democrat John Sharp of Victoria said Tuesday that the responsibilities of the three commissioners should change. “The workload of the commis sion’s staff in the area of oil and gas oversight will decrease because of plummeting prices,” Sharp said. “But the commission has been given new responsbilities in the area of en vironmental protection and railroad safety, and that’s where we must concentrate the efforts of the staff.” PLAY DIRTY.
