The bond money would pay for 10,000 to 12,000 seats in the center field area of the dome now occupied by a large scoreboard, and cover costs for the rebuilding of skyboxes on the top level of the stadium, Lindsay said Monday. The money for the Astrodome ex pansion would be included in a $500 million bond issue which includes $75 million for improvements in the Port of Houston, he said. The bonds would be sold over a five-year period and would not re quire a tax increase, according to Lindsay. Of tne $500 million, $150 million is earmarked for flood control and the remainder for road and bridge work, he said. Lindsay said he would not agree to back funding for the stadium un less the three principal tenants agree to help pay for improvements. The principal tenants include the Houston Sports Association, which operates the county-owned Astro dome complex under lease and also owns the Houston Astros'; League baseball team;llicL Oilers National Football: team; and the Houston 1 Show Sc Rodeo. Fort Worth School Board Pres ident Richard O’Neal said Mon day that board members were told by administration officials at a weekend retreat that a teacher at Eastern Hills High School had sold A’s for $100 and B’s for $75. Estelle Goins a former licensed vocational nurse at the Autumn Hills nursing home also testified she falsi fied records on patient care under orders from nursing home consul tant Mattie Locke. Locke is one of five individual de fendants charged along with Au tumn Hills Convalescent Centers Inc. with murder by neglect in the Nov. 20, 1978, death of Elnora Breed. Breed, 87, died 47 days after en tering the Texas City nursing home.
