Hubbard also noted that for the first time ever the Texas unemploy ment rate last month was a full per centage point higher than the na tional average. “One of the primary reasons for the loss of jobs in Texas is imports, v Hubbard said. __ Hubbard announced Saturday at a “Buy American” rally in Austin that the Texas AFL-CIO was launch ing a long-range program to encour age Texans to ouy products made in the U.S.A.
