HURT Photo editor “In this state it’s going to be hard to ask citizens to face an extra rape or murder because the state is in a budget crisis and can’t afford to build facilities enough to house its criminals,” sdid Texas Sen. J.E. “Buster” Brown at an Aggie GOP meeting Thursday night. Brown, from Lake Jackson, and Rep. Dan Morales from San Anto nio, are sponsoring a multi-part anti crime package in the 69th Legis lature that deals with, among other things, the early release of prisoners from the Texas Department of Cor rections. Under the current system, in mates are eligible for parole after serving one-third of their sentences. In addition, they can accumulate “good time” that allows them to be considered for parole even earlier. Sometimes so much earlier that they’re paroled after serving as little as one-tenth of their assessed sen tences. To stem the flood of inmates re leased on early parole — a direct re sult of TDC overcrowding problems — Brown and Morales have pro posed a bill that would require all in mates convicted of felony to serve at least one-third of their assessed sen tences before being considered for parole. Brown said there are only two al ternatives to prison overcrowding: “We can let prisoners out early and suffer the consequences or provide space for everyone our jurors and judges decide should be jailed.” Other bills in the Brown-Morales anti-crime package include a jury in struction bill that would inform ju rors of inmates’ phrole and good time opportunities before they assess prison sentences; a bill making in mate possession of weapons a third- degree felony; and a bill seeking state financial aid to counties that prosecute inmates who commit crimes while in prison.
