AMARILLO— Jose Madera Rios
has a cross and the name “Lilly” tat
tooed on his left forearm.
It was the name of his wife. Now
Rios, 27, has made the Texas Most
Wanted list for the 1984 murder of
Lilly Rios.
Amarillo Police Department in
vestigators say Lilly Rios, 21, was
shot to death on February 12, 1984,
during a family disturbance at her
residence. At the time of the shoot
ing, Jose and Lilly Rios were es
tranged.
Rios was arraigned for his wife’s
murder and posted bond. When he
failed to appear for trial, a warrant
was issued for his arrest. To com
pound his problems, Rios also was
named in a mandate, ordering his
return to prison for five years on a
theft charge.

congressional efforts to balance the
public’s interest in information and
the government’s need for secrecy,”

A congressional committee and a
presidential commission investigated
the CIA project in the mid-1970s,
shedding light on numerous abuses
in an effort that involved at least 80
institutions and 185 private re

In other cases, the high court:
• Ruled unanimously that Indian
tribes may tax mineral, oil and gas
leases on tribal lands without the
federal government’s approval. In a
case involving Navajo lands in Ari
zona, New Mexico and Utah, the
court said the taxes do not require
approval by the Interior secretary.
• Struck down an 84-year-old
provision of the Alabama Constitu
tion that denied the right to vote to
anyone convicted of crimes of
“moral turpitude.” The court said
the voting ban was aimed at least in
