The vice president said he con ferred with friends and supporters, during a three-day tour through Texas that ended Saturday, about undertaking “a few prudent steps” for an expected 1988 presidential campaign. “I haven’t decided what I’m going to do in ’88, but in terms of an early primary, I think that might be to my advantage,” he said in an interview aboard Air Force Two with the Waco Tribune-Herald. Bush also said he opposes splitting the presidential primary from the state primary in Texas because of the increased costs, which state offi cials have said could cost $8 million. “Personally, politically and from a broad national standpoint, I would have nothing to fear from an early In the interview on Friday, Bush said the first moves in what would be his second run for the presidency should begin in the next two months.
