Protestors want out of NATO United Press International MADRID, Spain — Tens of thou sands of demonstrators marched through major Spanish cities, cheering wildly in Madrid when an Uncle Sam dummy was burned in the street, to demand Spain with draw from NATO and dismantle U.S. military bases in the country. In the capital, protesters grouped together to form the words “NATO no,” “bases out” and “neutrality” during their march along Castellana Boulevard, the city’s main thorough fare. The protests were called just 10 days before the scheduled opening of the 30th annual convention of the ruling Socialist Party. Organizers said 500,000 people turned out for the march, but gov ernment sources put the figure at 50,000. In Barcelona, some 20,000 people marched through the center of the city chanting: “Let’s get out of NATO.” Some 25,000 demonstra tors marched in Valencia in a 2 Vi- mile human chain shouting “bases out” and “NATO no.” It also had the endorsement of the Socialist-led General Workers Union. The Socialists froze Spain’s mem bership in the military command of NATO when they took office two years ago and have pledged to hold a referendum on the issue in early 1986. Opinion polls show the majority of Spaniards favor full withdrawal from NATO and the dismantling of the three U.S. air force bases and one U.S. navy base in Spain. Prime Minister Felipe Gonzalez has said he favors continued mem bership in the political structure but not in the military command of the Alliance. He has called for fewer U.S. forces in Spain but has not indi cated the terms of the reduction. Gonzalez has said Spain will not take an active military role in NATO, either in deploying troops outside the country or in participat ing in the Alliance’s nuclear de fenses, but he tacitly supports the ba sing of new U.S. intermediate-range missiles in Britain, West Germany and Italy. The Soviet Union walked out of talks on medium-range and long- range nuclear arms in Geneva late last vear, shortly after NATO began deploying U.S. intermediate-range nuclear missiles in Western Europe. At its 30th party conference, scheduled to begin Dec. 13, the Spanish Socialists are expected to face stiff opposition from unionists and leftists within the party who complain that Gonzalez has reneged on promises to keep Spain neutral. Administration prepares to resume talks United Press International WASHINGTONt — President Reagan and his foreign policy advis ers nave begun a five-week count down to a Kremlin-proposed revival of the long-sought arms control dia logue. With the super powers headed for a Jan. 7 rendezvous in Geneva, Rea gan and his national security team have yet to resolve a number of ques tions about U.S. and Soviet objec tives, and what positions might be taken to prompt a long-sought re sumption of full-scale arms control negotiations. Administration officials said the questions include how to respond to a Soviet emphasis on controlling weapons in space — including Rea gan’s “Star Wars” missile defense proposal — and what concessions might be offered in this and other areas. Also awaiting a final decision is the possible appointment by Reagan of a special envoy to carry the proc ess forward from the American side if the Jan. 7 meeting between Secre tary of State George Shultz and So viet Foreign Minister Andrei Gro myko bears fruit. Paul Nitze, who headed the U.S. team at the since-suspended negotia tions on medium-range nuclear mis siles and has helped shape nuclear policy for almost four decades, is considered the prime candidate for the job. Division within the administration over the course of U.S.-Soviet dia logue in coming weeks is com pounded by fuzzy readings of what the Soviets themselves might hope to accomplish. Reagan, in an interview last week with the Washington Times, sug gested the Soviets “were kind of stal ling” until after the Nov. 6 presi dential election, and moved to revive high-level talks on arms control once they realized he was “going to be around for a while longer.” Reagan also confirmed that plans for the Shultz-Gromyko meeting sprang from a direct overture from Soviet President Konstantin Cher nenko. “They’ve made a proposal, and we’ve said fine,” Reagan said.
