Journalist Stephen Schmidt told the Interamerican Press Society that Costa Rica was violating his human rights and freedom of expression. The decision by the Interameri can Human Rights Commission re jecting Schmidt’s appeal was an nounced by Justice Minister Hugo Alfonso Munoz. The case against Schmidt, under taken by the Costa Rica Journalists College, says he had been illegally exercising his profession. His journalism degree from the Autonomous University of Central America in Costa Rica is not recog nized by the University of Costa Rica. The Journalists College first took the case to Costa Rican courts after Schmidt returned to the United States. His Costa Rican defense at torney Fernando Guier then brought the case before the Human Rights Commission. Costa Rica is the only country in the hemisphere that recognizes the jurisdiction of the Interamerican Human Rights Commission over its own Supreme Court. Journalists College President Ji- men Chan Soto said the judgement Wednesday “has confirmed our right to work as Costa Rican journal ists, to defend the exercise of thought and opinion. We have never violated that right.” Utah bans waste dump DOE studies United Press International SALT LAKE CITY — Gov.-elect Norman Bangerter, charging the Reagan administration has “poli ticized” its search for a permanent nuclear waste dump, Wednesday banned the energy department from conducting further studies in Utah. Bangerter, a strong Reagan backer who supported studies of po tential sites during his campaign, said he sent the president a letter telling him he will not cooperate with the agency until “several prob lems are resolved.” Utah is one of six states being con sidered for the nation’s first high- level nuclear waste repository. The other states are Louisiana, Missis sippi, Nevada, Washington and Texas. Utah’s Republican governor-elect said Energy Secretary Donald Hodel has been dishonest with the state and he has closed the door on the de partment until citizens receive more respect from the federal govern ment. “Promises by DOE officials to exempt certain states from site selec tion have destroyed all confidence in the scientific integrity and fairness of the site-selection process,” Bang erter said in his letter to Reagan. “I am informed DOE is com mitted in writing to exempt Loui siana and you have agreed to honor that agreement,” he wrote. “During a campaign appearance in behalf of Rep. Phil Gramm, R-Texas, Secre tary Hodel said Texas would not be selected because of the influence of powerful representatives in that state. “While these (statements by Ho del) are part of public record, Hodel has refused to confirm or deny to me that these commitments were made ... I do not believe Congress intended in the Nuclear Waste Pol icy Act that the Department of En ergy would politicize suefran impor tant process.” Bangerter also charged that DOE representatives withheld informa tion on the feasibility of two poten tial sites in southeastern Utan and accused the agency of making “cru cial site selections based on inade quate and unprofessional data.” The governor-elect said he also opposes further studies in southeast ern Utah based on the proximity of the proposed sites to Canyonlands National Park and other recreation areas. Bangerter said he would follow the same course as departing Gov. Scott Matheson and direct his de partment heads to refuse drilling permits to DOE contractors attempt ing to conduct feasibility studies in Utah.
