Shutes says change such as that is
what the Target 2000 committee is
hoping for. He says the committee
has outlined this set of problems fac
ing the University and other parts of
the System in an attempt to make vi
sions such as Vandiver’s a possibility.
“The language of this report re
inforces those ideas wherever it
can,” Shutes says. “We did not try to
get to the question of organizatio
nally how do you make a world uni
versity. We left that to Vandiver. We
simply said that it is a good direction
to go in.”
Shutes says the basic problems
must be addressed first, but that
there has to be a dream.
“I look at that as a vision, a high-
powered vision,” he says. “I think!

ANTHONY - Federal officials to
day were still searching for a pris
oner who escaped from the La Tuna
Federal Correctional Institution Sat
urday night.
The inmate was identified as An
tonio Gongales Espinosa, 26, a Co
lombian national. La Tuna officials
say Gongales Espinosa is not consid
ered dangerous.
Prison officials say Gongales Espi-

nosa walked away from a minimun
security camp outside the main
prison, located near the Texas-New
Mexico state line about 30 miles
north of El Paso and 20 miles south
of Las Cruces, N.M.
Gongales Espinoza was serving a
12-year sentence for possession with
intent to distribute cocaine.
