Darryl Ray Craig, who filed the suit Monday in Orange, claimed he was driving home from a rock con cert Sept. 13 when his truck hit a utility pole and overturned on Inter state 10. Trooper Douglas Fetters arrived shortly after midnight, and made the teen sit in his patrol car for two hours while the officer preached to him, the suit said. The trooper allegedly made the boy list his sins on a sheet of paper. The list included “sassing back mom,” “stealing candy” and “cheat ing on tapes.” The youth claimed he was forced to sign a statement asking Jesus Christ to take charge of his life, and that the trooper signed the docu ment with the name Jesus. Economy loses steam quicker than expected United Press International WASHINGTON — The econorm ny has lost more steam than expected, the government said Tuesday, with third-quarter growth down to 1.9 percent, largely because consumers are curbing spending, but buying more abroad. In a report on the gross national product, the Commerce Department also said corporate profits are down, and other figures showed housing starts have hit their lowest point in nearly two years. The real GNP — the nation’s total output of goods and services, ad justed for inflation — increased only 1.9 percent from July to September, the department said. It initially had estimated third-quarter growth at 3.6 percent, later revised down to 2.7 percent. The growth rate was 10.1 percent in the first quarter of this year and 7.1 percent in the second, but that rapid p£ice was exceptional and some slowdown was widely anticipated. White House spokesman Marlin Fitzwater, in Santa Barbara, Calif, said the administration had antic ipated the slowdown in what he termed a “transition quarter” from high growth “to a more sustainable growth,” and noted, “Inflation clearly remains under control.” On the housing front, there was a 10 percent drop in construction starts on private homes in October, to a seasonally adjusted annual rate of 1,515,000, the lowest level since December 1982. Building permits, an indication of construction to come, fell very slightly, from an annual 1,440,000 units in September to 1,408,000 in l bept October, also the lowest since De cember 1982. The figures showed two main rea sons for the low third-quarter GNP figure. Most important was a sharp slowing in the rate of growth of con sumer buying. Personal consump tion increased by $20.1 billion in the second quarter but only by $1.4 bil lion in the third. The second major reason was for eign trade. Imports rose $18.2 bil lion in the third quarter, but exports went up only $3.1 billion. The dif ference exerted a $ 15 billion drag on the economy. Jerry Jasinowski, chief economist of National Association of Manufac turers, cited “the rise in interest rates, the exhaustion of pent-up de mand and the drag from the trade defi<~’i” for the slowdown South African broker begins probation for oil swindling United Press International HOUSTON — A South African oil broker began serving 4’/2 years probation Tuesday for plotting to thwart a federal investigation of an international oil swindle that in cluded the deliberate sinking of a massive supertanker. James Hillary Shorrock, 50, al ready has spent six months in jail in the Netherlands and Houston. He was sentenced to five years in prison Monday, but d federal judge sus pended all but the time Shorrock al ready had served and placed him on probation. Shorrock told U.S. District Judge Carl Bue he acted only as an after- the-fact accomplice in the case, but that having his name linked to the fraud scheme has destroyed his rep utation. “As an international businessman, this is highly damaging,” Shorrock said. “I accept this punishment for having been stupid enough to think what I was doing was right.” Shorrock and two other men were indicted May 24 after a more than four-year investigation by authori ties in the United States, South Af rica and England. Former Missouri City business man Frederick Ed Soudan was Ac cused of fraud in the purchase of the supertanker Salem, the purchase of a load of oil from Kuwait and the al- Shorrock and Abdul Wahab A1 Ghazou were indicted for helping Soudan hide his alleged profits in the scheme from American tax offi cials, and for lying to the federal grand jury investigating the inci dent. Shorrock pleaded guilty July 18 to of < legedly deliberate sinking of the ship — after 1.4 million barrels of oil se cretly were delivered to South Af- one count of conspiring to obstruct justice in an agreement that requires him to testify against Soudan and Ghazou. Soudan is accused of selling the il- legaly obtained oil to Italy, and then diverting the shipment to South Af rica in violation of an OPEC em bargo.
