Candidates are nominated by a department head and an FBI agent, then formally invited to enter the program. Candidates often wait more than a year to get in. Schneider is the first officer from the University Police Department to attend the Academy. Campaigning against Jimmy Car ter and, by inference, his vice presi dent, Reagan asked a crowd in Wa terbary, Conn., “Do we want to go back to the old days of misery, mis fortune and malaise? Do we want to return to that time of taxes and timi dity, that reign of error?” Mondale’s contribution to the catch-phrase derby was less elab orate. In Stockton, Calif., he crit icized Reagan’s Lebanon policies as “a fog of confusion” the net result of which was “heartache and humilia tion” for the United States. Democratic vice presidential can didate Geraldine Ferraro was in Chi cago, mocking Republican claims of a resurgent economy. “Ronald Rea gan says we have a glorious recov ery.” But, she said, Reagan’s policy, “when it comes to cutting the bud get: elderly women and children should be sacrificed first.” Reagan, welcomed by cheerlead ers, school bands and a crowd wav ing thousands of American flags and chanting “Four More Years,” ap peared before about 15,000 people on the same town green where a crowd of 30,000 gathered to hear John Kennedy near the end of his presidential campaign in 1960. The specific object of Reagan’s oratorical scorn was Mondale’s tax increase and deficit cutting plan, which the president said would “put a giant stop sign and stop the econ omy dead in its tracks.” “We can simplify our tax system — make it more fair, easier to un derstand — so everyone in the coun try won’t be sick with worry and con fusion every April 15,” he said. “And if we do that, we’ll be able to push yours and everybody’s income tax rates further down, not up.” He gave no details on his tax plan. “Their wonderful idea is to raise your taxes, again, again, and again,” Reagan said. “The other side is so upset at the good health of the econ omy that they’ve decided to give us a dose of the medicine that made us sick.” Mondale told several hundred students at Delta Community Col lege in Stockton: “What we had (in Lebanon) was a grandiose policy in Lebanon with no hope of succeed ing. “It was an absolute fog of contu sion as to what we were doing or try ing to do there. It failed, and our young people were victimized by a terrorist attack,” he said, and the re sult for Americans was “heartache and humiliation.” Mondale said he would seek to send Syrian influence over Lebanon.
