Pension funds, with a lot of money to spend on the first day of the month, were big investors in the rally that was based on hopes inter est rates will ease now that the econ omy appears to be cooling off. High-technology stocks paced the stampede of buying following news the Senate haa passed legislation that liberalizes joint research and de velopment projects. Motors also scored and oils rebounded from a recent slump. The Dow Jones industrial aver age, which rose 5.30 Tuesday, soared 19.33 to 1,134.61, the biggest gain since it rose 22.75 on June 18. The Dow has risen 48.04 points since hitting a 17-month low a week ago Tuesday. The New York Stock Exchange index climbed 1.85 to 88.58 and the price of an average share increased 62 cents. Advances led declines 1,361-306 among the 1,974 issues traded at 4 p.m. EDT. The Big Board volume of 127,520,000 shares, up from 86,910,000 traded Tuesday, was the heaviest since 128,111,140 changed hands Feb. 9. It was the fourth heaviest turnover of the year.
