The measures went into effect as loyal troops fought Sikh army de serters in clashes that have killed at least 50 people and left 1,700 others arrested since a series of mutinies began Sunday, officials said. Officials have refused to give the total number of soldiers who have deserted but reports indicate the number is in the thousands. Some 200 more troops deserted on Tues day. Government officials said they or dered a top security alert at all air ports, government buildings and other vital installations across the country. The alert was called following re ports that a group of mutineers — eventually captured — were plan ning to hijack a plane from the port city of Bombay to Punjab and retal iate for the army assault last Wednesday at the Golden Temple of Amritsar, the Sikhs’ most sacred shrine. Tightened security was also or dered at the residences of top gov ernment officials in New Delhi, in cluding the home of Prime Minister Indira Gandhi. Various estimates say between 300 and 700 Sikhs were killed and 1,500 injured in the battle for the temple. Among the dead was militant Sikh leader Jarnail Singh Bhindranwale. Apart from the temple casualties, Sikh militants have been blamed for some 330 killings in a 3 iA-month campaign for autonomy in Punjab, the only Indian state where Sikhs are a majority. The temple was the al leged headquarters of the terrorist campaign. A Defense Ministry official said most of the mutineers were believed to have been captured. But the de sertions continued with the rebellion of about 200 troops in Agartala, 1,125 miles east of New Delhi. In Chandigarh, the capital of em battled Punjab state, security offi cials arrested two moderate Sikh leaders after they called for a Sikh day of protest and a government withdrawal from the Golden Temple. Iran, Iraq cease-fire in effect United Press International ABU DHABI, United Arab Emi rates — A cease-fire halting attacks on civilian targets in Iran and Iraq remained in force Tuesday despite border skirmishes and vows by both sides to launch new attacks in their 3 ‘A-year war. Iran’s official news agency IRNA charged the United States “in collab oration with Baghdad, Kuwait, Jor dan and the Saudi government” had considered raids on the Kharg Isnd oil terminal and two other petro leum ports. IRNA, quoting a military commu nique, also said Iranian troops killed “at least 15” Iraqi soldiers in “battle operations” conducted despite the halt to raids on civilian targets. A military statement carried by the Iraqi news agency IN A men tioned no fighting, but it said Ira nian shelling of the city of Zarbatiya continued 20 minutes after the cease-fire came into effect at 8 p.m. EDT Monday. The U.N.-mediated cease-fire calls for both countries to cease shel ling each other’s cities but does not apply to attacks on shipping in the Gulf. Although the cease-fire was the first that Ayatollah Ruhollah Kho meini’s Islamic regime has accepted since the war began in September 1980, Iran said it would not lead to peace. Iranian Parliament Speaker Ha- shemi Rafsanjani ruled out negotia tions with Iraqi President Saddam Hussein and promised to fight until his government is overthrown, the Iranian news agency IRNA re ported. “This issue (cease-fire) has noth ing to do with the war itself and there will be no talks on the war as in the past,” Rafsanjani said. “We will not negotiate with Saddam.” Rafsanjani acknowledged it is “unrealistic to think” that Hussein’s government would “automatically collapse.” “But what should we do?” he asked. “We cannot do these negotia tions ... We must act and go forward with the firepower and sacrifice of our combatants,” he said. In Baghdad, Hussein, at a military ceremony, told officers Iraq’s armed forces must prepare for more fight ing and a possible Iranian offensive. “Your real friends are your weap ons,” he said. “Deal with this war as if you havejust begun to fight it.” Recently Iran has massed as many as 500,000 troops on the border. Shipping sources said Lloyds in creased the rates because of an Ira nian attack on a Kuwaiti supertanker Sunday in southern Gulf waters. Lebanese cabinet wins vote United Press International BEIRUT, Lebanon — Lebanon’s national unity Cabinet won a vote of confidence from Parliament Tues day with new battles still jolting Bei rut as it mourned 93 people killed in the worst factional strife in four months. Parliament also approved special powers for Prime Minister Rashid Karami’s 6-week-old Cabinet that in effect enabled his government to rule by decree for nine months. The vote of confidence and ap proval of Karami’s request for spe cial powers followed the worst day of fighting in Beirut since the Feb. 6 Moslem revolt against President Amin Gemayel’s Christian-domi nated government. Schools, shops and businesses closed amid religious observances for 93 people reported killed and another 328 wounded in a barrage of artillery, rocket and mortar fire around the capital Monday. Lebanon’s Christian and Moslem factions accused each other of start ing the shelling in hopes of influenc ing the outcome of the parliamen tary debate. At least one army soldier was re ported killed and two others wounded in the fighting between ri val militias along the Green Line di viding Christian east Beirut from the capital’s predominantly Moslem western half. Meeting near the Museum cross ing on the Green Line, Parliament gave Karami’s Cabinet a vote of con fidence by a vote of 53 to 15. The vote, the required formal ap proval of the new government, was a clear endorsement of the pro-Syrian Sunni Moslem prime minister’s goals for steering Lebanon out of nine years of civil war. The prime minister formed his Cabinet of five Moslems and five Christians April 30 with a mandate to stop the civil war, enact political reforms grant equal power to the Moslem majority, rebuild the army and force some 10,000 Israeli troops out of Lebanon.
